Grass-roots civil servants refer to county-level and township public officials who are legally incorporated into the national administrative system and financed by the financial funds.These civil servants are the staff who serve the masses directly and are the direct executors of the state power.The application of the incentive mechanism in the grass-roots civil servants will directly affect the implementation of the higher-level government policies and affect the government's efficient public management work.It is helpful to standardize the discretionary behavior of the grass-roots civil servants,which is conducive to the construction of the government at the grassroots level.It is helpful to improve the quality of the grass-roots civil servants and improve the self-development of the grass-roots civil servants.At present,there are measures to guide and encourage college graduates to work at the grass-roots level at the national level;also there are incentive policies and regulations for the civil servants at the grass-roots level,all of which reflect the importance of the incentive mechanism for grassroots civil servants.In this situation,how to rationally use the incentive mechanism to stimulate their work enthusiasm,improve the efficiency of government administration,has become an important problem that grass-roots government needs to solve.This paper analyzed the current situation of domestic and foreign research on the grass-roots civil servants incentive mechanism,combined with their own work to LS district of a city of grass-roots civil servants incentive mechanism case analysis,analysis of grass-roots incentive mechanism problems.The problems mainly consist of the imperfect appraisal system,the few opportunities for promotion,the poor wages and benefits,the obvious loss of personnel,less training and educational opportunities.In order to solve these problems,this paper puts forward some reasonable countermeasures and suggestions to improve the incentive mechanism of grass-roots civil servants,including changing the incentive concept,perfecting the incentive mechanism,perfecting the salary system of civil servants,optimizing the promotion and incentive mechanism.In order to solve these problems,this paper puts forward some reasonable countermeasures,including the existing assessment criteria,the use of imperfect processes and results,the promotion of small space and there are unfair factors,poor pay and benefits,poor working environment,leaving and mobilization and other personnel loss is obvious,lacking of targeted training.And suggestions to improve the incentive mechanism of grass-roots civil servants,including changing the incentive concept,perfecting the incentive mechanism,perfectingthe salary system of civil servants,optimizing the promotion and incentive mechanism.Through the above research,we should better mobilize the enthusiasm of grass-roots civil servants,improve their work efficiency,and constrain their public power in order to lay a solid foundation for the grass-roots social stability and grass-roots government efficiency.
