The widening income distribution disparity, especially between different ownership industries,is one of the urgent problems to be solved in China today. We would achieve the goal of building a well-off society in an all-round way if we can coordinate and handle the differences between different income levels. The wage gap problem is very serious now.Based on the survey data of China Comprehensive Social Survey(CGSS)in 2013,we first describe the data and give a general distribution.Secondly, building the two-stage selection bias correction model which proposed by Heckman. The decomposition equation is used to carry out the modeling. And finally the OLS and the quantile regression method are used to study the wage difference between the state sector and the non-state sector. The study finds that:(1)There is a large gap between the human capital characteristics between the state sector and the non-state sector, which is one of the important factors contributing to the wage difference between the two departments.(2)The results of the Oaxaca-Blinder decomposition show that the wage level of the state sector is significantly higher than that of the non-state sector. And most of it is due to differences in the characteristics of human capital.(3)From the point of view of the various influencing factors that affect the wage differential between the state sector and the non-state sector, there is a greater emphasis on the state-owned sector, and the state-owned sector is more important than the non-state sector, and most of it is due to the difference of human capital characteristics.(4)The results of the quantile decomposition show that the wage difference between the state sector and the nonstate sector,as well as the characteristics of the decomposition,as the income level continues to improve, and the non-state sector pay more attention to the work experience of the employees.Differences, coefficient differences and residual items show a downward trend, and the degree of decline is far less than the total difference level. This suggests that the severity of the wage gap at different income levels is different and that the low-income and middle-income levels are more prominent than the high-wage wage gap.And the difference of the characteristic is positive, and the proportion of the total difference is very high, and the coefficient difference is negative and the proportion is very low, which indicates that the main factors of the wage difference between the state sector and the non-state sector are mainly human capital The difference between the state investment and the nature of the nonstate sector is not only the widening of the gap,but also to a certain extent, narrow the gap between the two departments, and from the perspective of compensatory wage differential theory explained the wage premium is negative TheIn order to solve the problems existing in the current income distribution system,it is necessary to make corresponding adjustments to the income distribution system so as to realize social fairness and promote the sustained and healthy development of the national economy. The suggestions given in this paper are to elaborate the social fairness and promote the sustained and healthy development of the national economy from the perspective of the preference of the enterprise to deal with the characteristics of the human capital of the employees, pay attention to the human capital investment and the different income levels.
