Research On Multilateral Economic Diplomacy

Founded in 1947,GATT had launched several multilateral negotiations on international trade rules for more than half a century,to address obstacles to world economic cooperation.The most noteworthy case of multilateral trade negotiations was Uruguay Round.It was so splendid in the history of international trade with its timeliness,complexity of issues,twists and turns of process,and fruitful achievements.As for the study of multilateral economic diplomacy,there have been some shortcomings among Chinese academia,and there was hardly academic research from the perspective of international politics in particular.In view of present situation,this paper is based on the theoretical framework of complex negotiation analysis proposed by the international negotiator Larry Crump.After an integration and revision of his framework,the whole contents of Uruguay Round have been organized and analyzed completely.The main content of the revised theoretical framework is composed of different negotiation elements,including context analysis of the development of world political economy and specific problem areas;architecture analysis of the relation between various negotiating actors and their positions,as well as domestic political influence;process analysis based on time and issues respectively;decisional analysis of how to achieve agreements and the content of them.
