| The open government data campaign promotes government transparency,corporate innovation and social change.The government will release a large amount of data on the open government data platform for free,so that the whole society can better access and use public data to create greater economic and social value.So far,hundreds of countries and regions have established state-level and local-level open government data platforms.In recent years,domestic local-level platforms have also been gradually established,but the quality of data is uneven.It is especially important to use a welldesigned indicator system to evaluate the openness of data at all levels of the platform and to identify gaps and issues.Based on the theoretical research and quality evaluation practice of open government data at home and abroad,this study draws on the SPDQM model and combines the characteristics of open government data.From the data point of view,the data quality evaluation system is constructed,which includes two aspects: data inherent quality attributes and user usage attributes.Using exploratory factor analysis to determine the weight of indicators at all levels,design rules for evaluating open government data.Practical research on 25 different levels of platforms from 11 aspects: openness,timeliness,completeness,accuracy,comprehensibility,consistency,ease of use,comprehensiveness,privacy,traceability and metadata.The combination of qualitative and quantitative methods,based on the construction situation of the existing platform,the final result is obtained by scoring method.The paper identifies gaps and deficiencies by researching and analying on the various platforms.Finally,suggestions are made from four aspects: improving data openness,enhancing data utilization,providing accurate security data,and strengthening metadata standard specifications. |
