Research On The Evaluation System Of Local Government's Governance Ability

In the 2015 government work report,it is proposed to innovate social governance,strengthen structural adjustment,and actively act as a social governance concept to consolidate the foundation of economic and social development.At the 19 th National Congress of the Communist Party of China in 2017,the ability of social governance was once again emphasized,requiring Party committees and governments at all levels to build a social governance pattern of CO governance and sharing.The local government referred to in this paper refers to the county-level government,as the most complete grass-roots political power,is the basic unit of national governance.It is of great theoretical and practical significance to build an evaluation system to effectively evaluate the governance ability of county government.For China,it is an important task to promote the ability of grass-roots governance in response to the development and change of the times.According to the problems to be explored in this paper,a variety of methods are used for research.It mainly includes the combination of theoretical analysis and empirical analysis,and the combination of qualitative and quantitative analysis.In the theoretical analysis,it focuses on the understanding of governance ability,and defines the concept of local government's social governance ability and index system.In the study of the current situation of government governance,this paper first describes the research object qualitatively according to the basic theories of public choice,public choice,etc.,synthesizes the existing research results,and formulates the evaluation index based on the actual situation of county government Standard system.In order to verify the index system,this paper takes Q County as a sample County in the empirical analysis to evaluate its governance capacity.On the basis of the evaluation results,this paper explores the limiting factors that restrict the improvement of local government's social governance ability,in order to find the corresponding solutions,so as to promote the improvement of local government's social governance ability,improve people's living standard and economic and social development level,and create a social governance pattern of CO governance and sharing.This study is mainly divided into six parts,the introduction part mainly includes the research background,research purpose,research significance and research methods related to this study,comments on the domestic and foreign research status of local government governance capacity,and in-depth analysis of innovation and shortcomings of the article.The second chapter is to define the relevant concepts involved in this study,combing and synthesizing the relevant theoretical basis as the theoretical basis of the throughout research.Chapter 3 elaborates the components of local government's governance capacity and its influencing factors.Chapter 4 details the process of building the index system,including the principles and methods of model building,as well as the selection and selection of indicators.And Q County as a sample County for empirical research,the relevant results are analyzed.The conclusion of Chapter 5 extends to other county-level governments in China,systematically analyzes the relevant factors restricting the improvement of county-level government's governance capacity,and puts forward corresponding solutions.The last part of the study is to draw a conclusion,which shows the shortcomings in the research process and the future research direction.
