Research On Innovation Practice In Basic Community Governance From Perspective Of Holistic Governance

Over the years,with the rapid development of a new generation of information and communication technologies,such as Internet,Internet of Things,big data and cloud computing,smart community emerged as a response to the needs of policies.It carries a brand new community form of grass-roots social governance such as community livelihood service,public safety,social security and community management.At present,on the premise of unable to break existing administrative pattern,it is difficult for community governance to rise from tool rationality to value rationality.Therefore,this paper will focus on how to technology governance to surpass the limitations of existing governance model and realize the institutional space with integrative governance.Faced with the social governance environment under new situation,it is significant,from a new theoretical perspective,to review the development of smart community and explore a governance mechanism compatible with the background of smart community construction.Under the background of “Internet +”,the original theories cannot adapt to the needs of grass-roots community governance in current information age;meanwhile,the research based on theoretical viewpoint is still limited.In fact,no matter it is based on the complexity of smart community or core function of Chinese government in promoting urbanization,the fragmentation issues in traditional community governance shall receive high attention.The case of L smart community can present the status of smart community construction comprehensively in innovation course,innovation subject,innovation content,and innovation mode.For this reason,the example of Shanghai L Smart Community in this paper shows that there is strong internal consistency between integral governance theory and the innovative practice of smart community.Therefore,this paper will build an analysis framewor k based on the perspective of integral governance,and then construct an integral governance model to analyze the path of integrating governance function,information platform and public-private sectors in smart community.Judging by appearance,smart community has achieved integration,but the in-depth study found that the grass-roots community governance under the construction of smart community is still facing a series of practical obstacles,such as resource integration,integration between departments,integration of public-private sectors and unclear function orientation.The process of resource integration involves in the issues of information fragmentation,talent shortage and construction capital insufficiency;the department integration faces information barriers among different departments;integration of public-private sectors contains the problem of difficult in coordinating interests among multiple subjects.This paper will further put forward the basic approach to improve grass-roots social governance in the smart community under new era and the future development direction.Besides,in the viewpoint of integral governance theory,it emphatically discusses the suggestions for innovating grass-roots social governance in smart community and its future development direction,including coordinating demands accurately,co-constructing coordination mechanism,perfecting integration mechanism,constructing trust mechanism and guaranteeing talent resources.Moreover,this paper proposes suggestions for further promoting the effectiveness of constructing integral smart community in L Street.
