The Development Of Rural E-government In Rural Areas Under The View Of Primary Governance

Since the beginning of the 21 st century,e-government has become an important tool and means for the country to achieve efficient management and service,and is the common goal pursued by governments to achieve management innovation.With the gradual advancement of information technology in rural grassroots society,grassroots governance has been reformed and explored.It is becoming a new hotspot in research and practice to explore how e-government is developing and adapting to the model of rural development in China.Rural e-government is not only the national e-government system in the rural grassroots specific performance,but also the grass-roots governance innovation in the meaning of the realization of grass-roots governance is an important part of the modernization and content.Therefore,it is of great significance to study the development of rural e-government in the view of grassroots governance.The first part introduces the background and significance of this topic,and then reviews the domestic and foreign governance theory and e-government related research,and draws the main ideas,methods and contents of this paper.The second part,combined with the new public management,new public service,governance and good governance,network politics and other related theoretical knowledge,analysis of grass-roots governance and rural e-government concept,lay the theoretical foundation for this writing.The third part,at the grassroots level,discusses the necessity and importance of the development of rural e-government in our country.The development of rural e-government is the requirement of grassroots governance,the diversification of the main body,the integration of resources and the transparency.Promote the development of rural e-government in China,help our country to reduce grass-roots governance costs,improve grass-roots governance effectiveness,improve grass-roots service quality and grassroots democracy development.The fourth part analyzes the current situation,problems and typical cases of the development of rural e-government.At present,China's rural information base gradually improved,the information service network has taken shape,the e-government platform has begun to take shape,talent pool has improved.But there is not enough attention to the grassroots level,lack of hard and software construction,lack of institutional standards,lack of farmers' participation,low information quality and other issues.There are similar problems in the development of rural e-government in Songmen Town,Taizhou,which is caused by the backwardness of the rural economy,the lag of the concept and the imperfect mechanism.The fifth part,after repeated analysis of foreign advanced experience in the development of rural e-government and domestic rural e-government development success stories,summed up the development of rural e-government in China has a reference value of experience.The sixth part,combined with the requirements of grassroots governance on the development of rural e-government,puts forward some countermeasures and suggestions from the aspects of increasing government investment,changing grassroots governance concept,clarifying grassroots accountability,absorbing farmers' participation and perfecting grassroots human resource management.To improve the rural e-government operation mechanism and process supervision mechanism,diversified capital investment to achieve hardware and software construction,build farmers to participate in grassroots governance integration platform,clear the relationship between the main body to explore the appropriate model.
