Research On The Improvement Of Grass Roots Government's Public Service Supply Capability In The Process Of Urbanization

In all levels of government,the grass-roots government has direct contact with the public,a large number of administrative work and public services must rely on,through the grass-roots government to complete.Therefore,the quality of public services provided by grass-roots governments will be determined by the supply capacity of public services.Since our country has been opening up,the economy and society has been developing rapidly,China's urbanization is also constantly advancing,a large number of suburban land has been developed into urban areas,urban and rural residents'demand for public services has entered a rapid growth stage,which puts forward new requirements for the grass-roots government's public service supply capacity.In the process of urbanization,the contradiction between the inadequate supply of public services by the grass-roots governments and the increasing demand for public services has further affected the improvement of people's living standards.Therefore,in view of the current situation and problems of the grass-roots government's public service supply capacity in the process of urbanization,it is of great significance to analyze the reasons and study the countermeasures to improve the grass-roots government's public service supply capacity,so as to realize the equalization of urban and rural public services and meet the needs of urban and rural residents for a better life.This paper takes "town-to-street" in Qinzhou City as the object of study and analysis,and makes a thorough summary of the problems existing in the supply capacity of public services of grass-roots governments in the process of urbanization and their causes.The research methods used include interviews and seminars,consulting relevant papers and work summaries,making in-depth analysis with the theory of public management and putting forward solutionsThe author concludes that the government's public service supply capacity includes the identification ability of public service demand,the decision-making ability of public policy,the ability of public financial security:tax revenue,the efficiency of public expenditure,and the ability of acquiring or mobilizing other types of social organizations(enterprises,social organizations)to participate in the integration of public service delivery,The manifestations of insufficient public service supply capacity of grass-roots governments are:(1)the demand for public service supply can not be realized;(2)the financial security capacity needs to be strengthened;(3)the public service supply plan has not been implemented in place;(4)the quality of public service supply is poor and the mode is singleIn the process of urbanization,the countermeasures to improve the supply capacity of grass-roots government public services are as follows:first,to accurately identify the demand for grass-roots public services;second,to improve the financial security mechanism of urban grass-roots public service supply;third,to rationally formulate public service supply programs;fourth,to fully mobilize other types of organizations to participate in public services.
