Research On Local Government Purchases Of Grass-roots Public Service Posts

The 19th Congress of the Communist Party of China further proposed the improvement of the public service supply system on the basis of the 17th National Congress.Therefore,the government's purchase of public services as a new mechanism was placed in a very important position.Under the call of the central government,local governments throughout the country have carried out government procurement of public service activities according to their actual conditions.There are two main types of purchases in China when the government purchases public services.The government purchases public service jobs and the government purchases public service projects.At present,when the local government personnel establishment in China is complicated,the administrative cost is too high,and the social organization is not mature enough,and the purchasing experience is insufficient,the purchase position is a good choice.The government's purchase of public service posts has developed different practices in various places in China,and has achieved certain results.This article takes Taiyuan City's purchase of grassroots public service posts as an example.Through interviews and field research on the government,contractors and purchasers,we understand that Taiyuan City's purchase of grassroots public services is increasing the supply of public services and providing more professional public services.And it has achieved good results in solving the employment pressure of college students.However,each subject in the purchase process also has its own development dilemma.The main problems are:the first government level purchase mechanism is imperfect and the subject rights and responsibilities are unclear;The development level of the undertaking institutions is low,and the long-term incentive mechanism for the purchasers is not established;the third job-seekers' own work orientation is not clear,and the professional ability needs to be improved.The author also puts forward specific improvement measures from the three aspects of government,contractor and purchase personnel in combination with local practical experience.In the future purchase service,through innovative purchase mode,establishing salary incentive mechanism for purchasers,and introducing third-party evaluation mechanism.Waiting to further promote the development of purchasing public service posts in Taiyuan City.Through the research case of Taiyuan City,this paper hopes to provide reference for the local government in central and western China to purchase public service posts,and to improve the localization theory of local government purchasing public service posts.
