In the late 1960s,the contradiction between economic development and the environment in the United States was becoming increasingly acute,and air pollution was the most direct and serious problem of many pollution problems,which was closely concerned by the public.The President of Nixon signed the Clean Air Act Amendment in 1970,in the context of the serious environmental problems,the upsurge of the environmental protection movements,the awakening of public environmental awareness,the struggle of workers' union and the forthcoming presidential re-election.The bill provides a more comprehensive monitoring system for air pollution control,greatly enhancing the federal government's control and intervention on air pollution and has achieved some success in improving US air qualities.The automobile industry,as one of the culprits of air pollution,has made a series of long-term struggles with the government before and after the promulgation of the bill in order to protect its own interests.At the end of 1973,the outbreak of the energy crisis became a turning point in the strained relations between the government and the automotive industry.Because of the public's attention to the environment was lower than before,the President Nixon submitted the suggestions of 1970 Clean Air Act Amendment and proposed the Energy Supply and Environmental Coordination Act of 1974 to the Congress to meet the basic US demand for fuel,these all relaxed the strict requirements of the automotive industry.Through tax incentives,inhibition of foreign car imports and other means to give the automotive industry more time to achieve pollutants Emission standards,the relationship between the automotive industry and the government began to ease.The key to the gambling between the automobile industry and the Nixon government is the profit,and when the air pollution problem is serious enough to affect Nixon's political pursuit,the government will take stringent measures against the automotive industry to control the air pollution.But when the environment is better and other contradictions become more important than environmental issues,the government will turn to economic development,and release the requirements of the automotive industry.The automobile industry try to ensure their own profits by the price war,legal proceedings and a series of government protests,but all basically failed in the end.As we can see,increasing R&D investment,improving technology,and producing more efficient,low pollution of the automobile is the foundation of the automobile industry;and the success of the government must be to maintain public welfare,and strive to achieve economic and environmental benefits of the unity.
