Collaborative Gvernance Research Of Rural Left-behind Children's Security

China's reform and opening up since the new industrialization,agricultural modernization and urbanization development trend,the income growth,traffic interconnection,transfer of industry,population flow under the influence of external factors,such as army of rural migrant workers across the country had been so far about two hundred and sixty million people.But due to the urban and rural duality of existence under the system of household registration management system is not perfect,lead to urban migrant groups in social security,education,health care,housing,income and other mechanisms exist limitations and obstacles,produce more than 6100 left-behind children such a special and vulnerable groups.In this article,through the domestic and foreign literature review,questionnaire and interview methods such as data collection,the rural left-behind children is located the case study,with security system governance perspective,analysis of the various security risk condition of rural left-behind children trapped of "governance".Through to the government-led collaborative governance mechanism of feasibility analysis,put forward the government-led multicenter linkage,cooperation and win-win rural left-behind children problem governance framework.Article ontology mainly reveals the left-behind children's safety problems in the present situation of the case study area,from the government-led collaborative governance perspective,put forward rural left-behind children family,school,community,government and nongovernmental organizations in rural left-behind children roles and responsibilities in the process of building security mechanism,for the government to establish a mechanism of left-behind children long-term governance,planning as a whole from policy,accurate positioning problem make a certain contribution.
