Research On Urban Community Governance Mode

Since the reform and open-up,China has made considerable progress in developing economy and society.However,on the contrary of economic development,the overall social progress is lagging behind.It is obvious that the ability of community governance in particular cannot keep up with the practical needs.Based on the theory and connotation of community governance,this paper elaborates that the modernization of community governance capability is fundamental for the modernization of Chinese social governance capacity.It also points out that the construction of appropriate and effective co-governance mode of community is an important way to solve government “failure” on urban community management as well as an essential choice for current urban community governance in China.Community governance refers to the processes for making all the decisions and plans in relation to community construction,management,service and security,which are made by government or society or market or citizens and based on the public interests,community identity and the principle of market.Through consultation,cooperation and interaction,the system can effectively supply public articles,meet the needs of community development,and optimize community order.In accordance with a case study of Liang Cheng new village street in HongKou District Shanghai,the paper summarizes the organization system,operation mechanism and operation approach of the co-governance mode in the area.It gives a large number of examples to illustrate the achievements of community governance.Meanwhile,the article sorts out the current shortage of community governance in our country,according to the situations in many urban communities.The disadvantages are mainly showed as follows.the main part of community governance is dislocated or absent.the object of the mode does not reach the crux.the method is deviated.the basis of community governance remains to be clarified.Pointing at the problems,the article carries on the thorough analysis to the relative reasons.Through introducing and analyzing the classic cases in foreign cities in United States,Japan and Singapore and in domestic cities such as ShenZhen,HangZhou and Qingdao,the assay sums up the experience of their modes,which enlightening us to improve urban community governance system.Moreover,it points out that many cities in China are currently exploring and practicing the community governance.Although it is still in the initial stage of exploration,the practice plays an important role in driving and promoting the development and improvement of the urban community governance.Finally,based on the experience of the urban co-governance in domestic and foreign cities and problems of practices,the paper presents some follow-up suggestions and strategies.The first one is to promote the balanced development of multiple subjects in community governance.The second is to perfect the issue setting.The third is to refine the methods.The last is to determine the basis of community governance.
