Research On Grassroots Governance Structure In Project Practice

Grassroots governance is a basic system of state governance,which also is basic construction of political system.Currently,the authority is devoting to up to date the modernization system about state governance and ability of governance,Therefore,it has great theoretical and practical significance for researching the construction of Grassroots Governance.Historical perspective shows that construction of Grassroots Governance is a particular production during developing of history,it has its relatively independent history development logic.Throughout history,the construction of Grassroots Governance have experienced five main developed stages that respectively are the stage of traditional time:'Gentlemen Autonomy' the stage of late Qing Dynasty and early Ming Dynasty:'construction of economic system'?the stage of early People's Republic of China:'construction of Village(rural)Authority'?the stage of people's commune:'the construction of totalismm'?the stage of after the reform and opening-up policy:the construction of'Country-politicize,each stage as the result which was effected by the changing of Political economics in the special history period.With developing of the comprehensive and deepening of reform and opening-up policy.All kinds of governance factors have been obviously polarized and reconstructed in china's Grassroots Society.Especially in recent years,the grassroots practice in project system have been promoted,which have had grave significant for grassroots practice,and gradually reconstruct the structure of grassroots governance.Referencing from the core of political theory and its application structure-functionalist analysis approach.I analyzed the history of structure of grassroots governance is on logical basis,and through summarizing and verifying relevant literature I found that progressing in project system of grassroots practice have been mainly formed tripartite mechanism:Political Mechanism,administrative mechanism and governance mechanisms.These tripartite mechanism interact and interplay each other,which is playing orientation function and comprehensive function;direction of integration function;debug and harmonize function.Tripartite mechanism are commonly integrating and molding the construction of grassroots governance in current china.Further research about construction of grassroots governance in the grassroots practice shows that promoting grassroots practice will bring some can not be ignored influence,for instance,resource unbalance input;dominance in county government;suspending and resources self governance in township government.From the view of construction-functionalism,the construction of grassroots governance under the grassroots practice is now facing some governance dilemmas which are inputting load in county government;output hunting and grassroots autonomy are more and more lack in township government.Therefore,functionality lesion has been showed up in the construction of grassroots governance.For these studies,by analyzing current historic opportunities about construction of grassroots governance,I come up with logical thought and specific path about reform,which are township-township construction reform,from The dominant type system to the Collaborative system;township-village construction reform,from harmony type system to service-oriented system,village-civilian construction reform,from authoritative autonomy to representative autonomy;authority-civilian construction reform,from state-authorized to social-authorized.
