This thesis examines China's corruption problem and propses rules and institutions to prevent corruption. Three parts as introduction, text and conclusion compose this thesis. The introduction briefly introduces the background, idea, structure, methods of research, and innovation of research.The thesis is divided into four chapters as the university analysis of the issue of corruption and its background; the character and the perniciousness of structural corruption in contemporary times; the analysis to the factors that form the structural corruption; reform and rebuild the structure rationally and to control the pervasive corruption systematically.Chapter One: does the university analysis of the issue of corruption and its background. Firstly, review the document study on corruption, discuss the conception of corruption, the form of corruption, and anti-corruption to the increase of economic in qualitative and quantify. Secondly, explain theoretically as an issue of corruption's background. AS the chasing of interests and order derive the Political Control, but because the two reverse of thinking and value method exist, so develop a two different implement method of political control, form a two typical social structure.
