Study On The Credit Policy Implementation Of Enterprises Lifting Bidding In Kunming

With the continuous development of the economy,the requirements of integrity in all sectors of society is improving.Since the 18th congress of Chinese Communist,various laws and regulations introduced to achieve the integrity building.In the field of public resource transactions,it is necessary to focus on the unified electronic resources trading platform of public resources,at the same time,requiring the market to play a decisive role in the allocation of resources.The government should co-ordinate the promotion of public resources trading platform to achieve public services,public resources and information sharing.Electronic transactions,will be scattered public resources focused on the network system platform transactions.The government will give full play to the public service function,public resources network of integrity,public transaction and develop a unified standard and norms from the national level to achieve the main public information transactions interoperability and sharing.The provincial and municipal governments should fully integrate with the local reality,in strict accordance with the relevant national standards,actively scattered areal information systems to achieve the entire administrative area of unified electronic trading public service system.However,the legal policy is not only the primary guarantee to realize the success of tender,but also aims to achieve the enterprise credit information norms which is most important part of the activities.But due to the software construction unmatch to the system,is lagging behind,and the problems of bidding transparent,insufficient credit information resource using and resources waste were still not solved.The paper based on practical problems of the policy of bidding and bidding credit system in Kunming municipal government and taked Kunming public resource trading center system platform as the research object to search on the enterprise credit information promotion in the field of government procurement bidding.Through a case study of enterprise credit information in the field of government procurement tender,on the basic theory of policy process,formulation and implementation to analysis the causes of the status and put forward to the promotion of enterprise information in the field of the whole bidding countermeasures to realize the benign development of the bidding market more healthy and orderly.
