Research On The Construction Of Evaluation Index System Of Precision Poverty Alleviation Policy Effect

The problem of poverty has always been an important challenge in the process of social and economic development in the world,which restricts the progress of human civilization.The current assessment of the effectiveness of poverty alleviation policies is based on the reduction of the number of poor people and the increase in income,the assessment indicators are too single,floating on the surface,not yet a more comprehensive assessment of poverty alleviation policies.This paper attempts to take the implementation of the precision poverty alleviation policy in Dehua Town,Ning'er County,Yunnan Province as an example,through the empirical analysis of the effect evaluation index system of the construction of precision poverty alleviation policy,so as to solve the problems found in the implementation of precision poverty alleviation policy To be amended to better advance the process of poverty alleviation.This paper first combs the concept of poverty alleviation,policy evaluation and poverty;Secondly,based on the theory of public policy effect evaluation,as the basis of fair justice theory,ability equality theory and developmental society policy theory,the policy objective,policy content and policy enforcement effect of precision poverty alleviation policy are based on the effect of policy.The effectiveness,responsiveness,fairness and development of the policy are the dimensions of assessment to enhance the ability of poor people as a new value development orientation,try to build a set of precision poverty alleviation policy effect evaluation index system and the management of the evaluation dimension,and then carry out the questionnaire process and scale analysis;Thirdly,the data analysis of the implementation of the poverty alleviation policy in Dehua Town,Ning'er County,Yunnan Province was carried out.The data were analyzed and analyzed by descriptive statistical analysis,crosstalk analysis and correlation and regression analysis.Through the data analysis,it is concluded that the effect of the precision poverty alleviation policy is not very good in the process of the implementation of the precision poverty alleviation policy.The fairness of the value dimension the effect is good,the development needs to be improved;Finally,this study gives the corresponding suggestions based on the problems found in the data analysis.
