Study On The Impact Of Policy Preference Of Poverty Alleviation Staffs On The Implementation Of Accurate Poverty Alleviation Policy

Accurate poverty alleviation is an important measure for the party and state leaders to lead the people of the whole country to common prosperity and realize the great "Chinese dream".It is a new era of Chinese wisdom in the new era with the aim of promoting the sharing of the reform dividend and comprehensive improvement of people's living standards.Show.At present,the precise poverty alleviation policy has been fully implemented in China.Although it has achieved rich anti-poverty practices,it is not difficult to find some policy deviations throughout the implementation process.Therefore,the exploration of the reasons for the deviation of the implementation of the precise poverty alleviation policy undoubtedly has very important theoretical and practical significance.The process of poverty alleviation Staffs as the executors of the precise poverty alleviation policy,the influence of policy preferences on the implementation tendency,and the resulting policy objectives,is worthy of thought.As a big and favorable policy,the scope of implementation is so wide.If there is an implementation bias in precision poverty alleviation,it will inevitably cause huge waste of resources.Therefore,promoting the “precision” of the implementation of the precise poverty alleviation policy has important reference significance for improving the effectiveness of the current poverty alleviation work and thus achieving China's “strategic goal of building a well-off society in 2020”.Based on a large number of relevant literatures,this paper explores the policy preferences of poverty alleviation staffs and creatively links them with the effectiveness of policy implementation,based on principal-agent theory,public choice theory,preference theory and display preference theory.Three major hypotheses are put forward:(1)there is a positive correlation between the altruistic preferences of poverty alleviation staffs and the accuracy of poverty alleviation policies;(2)there is a positive correlation between the differential aversion preferences of poverty alleviation staffs and the accuracy of poverty alleviation policies;(3)there is a positive correlation between the self-interested preferences of poverty alleviation staffs and the accuracy of poverty alleviation policies.The original data were collected by questionnaire survey and analyzed by SPSS24.0 software.Then the three hypotheses were tested and finally verified.Finally,on the basis of the analysis of theresearch conclusions,combined with practice,put forward some suggestions on improving the quality of the precision poverty alleviation policy,namely:(1)correctly guiding the value construction of “agents”;(2)coordinating the policy of integrating poverty alleviation staffs Preference;(3)scientific management of policy preferences of poverty alleviation staffs;(4)improvement of performance appraisal and supervision of accountability mechanisms;(5)promotion of poverty-stricken self-depletion.
