Study On Maritime Emergency Mechanism Of First Detachment Of China Coast Guard's Guangdong Provincial Headquarters

Since China economic growth rapidly,national Marine status rise and ocean current situation become serious;such as public security is dangerous,violence,shipwreck and complicated foreign affairs.Also,China is holding many maritime disputes and friction with some countries which including Japan,Vietnam,Philippines,Malaysia.Therefore,the standard of emergency construction should be strictly built up for the China Coast Guard.The dissertation is working an example of emergency mechanism of First Detachment of China Coast Guard's Guangdong Provincial Headquarters to summarize technology platform,data monitoring,emergency plan and cooperation.Furthermore,it describes the theory of crisis management,process reengineering and public safety management.Also,it has been raised up two real cases from coast guard work to show up the problems in emergency of readiness,command,response and supports.Hence,it focuses on building up the ideal maritime emergency mechanism in China Coast Guard;with the background information form author's working experience,and principles from famous both national and international literature.Then,it studies on the framework of optimized design for the China Coast Guard.Eventually,author generates ideas to provide suggestion on improving command system;protection of resources;coaching,and communication supports.
