The Improvement Strategies Of Public Participation In Government Performance Evaluation Based On The Model Of PDCA

Since the1990s, with the development of the democratic principles andperformance management has been widely used in the government, the democraticideas and democratic consciousness gradually thorough popular feeling in publicadministration management reform and practice. As main body of public service, thesubjective and objective conditions of participating in public administration and thegovernment performance evaluation have been mature. In this condition, the publicparticipation in government performance evaluation become the very hot problem inacademic research and discuss. The practice of public participation in governmentperformance evaluation has been risen up in many countries. In this paper thedomestic and foreign research situation has been summarized. On the basis of theanalysis of the problems existing in current research, this paper put forward the tworesearch topics: the first is how to ensure that the public really involved in thegovernment in the performance evaluation and play a central role; The second is howto make effective participation mechanism and participation pattern to ensure that thepersistent and circulating in public participation in government performanceevaluation. Around the two research topics, this paper elaborates the concepts andtheories used in the paper. The theories consist of the PDCA cycle theory, democraticparticipation theory, democratic administration theory and the customer orientedtheory. The model of PDCA has been used to analyses three public participation ingovernment performance evaluation model. Respectively introduces the concreteprocess of three models and gives the flow chart of each model. This article analysesthe existing problems and the reasons contributing to these problems. This papersummarized public participation in government performance practice activities of theUnited States, Britain and India. To provide useful advice to help our country toestablish an effective public participation in government performance evaluationmode, this paper summarizes the practical experience which worth studying. Toimprove the public participation in government performance evaluation system thispaper established an effective countermeasures of public participation in governmentperformance evaluation mode.
