Performance Evaluation Of Urban Community Public Security Management

The rapid development of social economy,the widening gap between the rich and the poor,the enhancement of the expansion trend of the city,the rise of unsafe factors around people,and the suddenness and uncertainty of the emergency,make urban community public security management situation get more and more severe,and the urban community public security management issues become particularly difficult.But,to some extent,the existence of these problems precisely illustrates the importance of strengthening the urban community public security management and the urgency of seeking more relevant theoretical knowledge in line with the actual needs and exploring the related problems.Community public security is not only the foundation of urban social and economic development,but it also affects the life and health and property safety of the general public.As a result,community security is an important factor of the whole society can be stable and healthy development.Community is an important part of urban emergency rescue work,it bears the major task of slowing down the social harm and promoting social harmony.How to pay special attention to the urban community public security management work needs to be taken seriously in a period of community construction in the future.We should think highly of strengthening the urban community public security management work.In order to maintain social harmony and to better promote the community security management work,to explore the performance evaluation system of urban community security management appears especially important.Based on the investigation of three typical communities in Shanghai such as the Baosteel eleven village community(unit type community),Sansho seasons community(commercial housing community)and Huayang community(urban village community),this study has deeply carried on the discussion to the performance evaluation of urban community public security management problems by adopting the combination of qualitative and quantitative methods.This study firstly summarizes and combs the related literature at home and abroad through the literature research,elaborates related meanings on the community,the security community and community public security management and the theoretical basis of this study.And then from the angle of view of the residents and the community work personnel,use for reference the research results of the balanced scorecard,do fitness improvement for it,based on this,this article has constructed the urban community public security management performance evaluation index system.From four levels of the balanced scorecard to unfold:customer perception,learning and development,internal processes,and financial situation,this article has designed eleven secondary index including community satisfaction,security education,public service,public participation consciousness,the present situation of staff,the staff promotion,informatization construction,safety system,partners,safety input and safety output,and 31 three level indicators,meanwhile,used the analytic hierarchy process(AHP)to calculate the relative weight of evaluation indexes at all levels,quantified the underlying index,determined the performance evaluation scores range.Then evaluate and make comparison analysis on public security management performance of three typical communities in Shanghai.The public security management performance evaluation score of the Baosteel eleven village community is 83.81,its public security management performance level is “good”.The public security management performance evaluation score of Sansho seasons community and Huayang community is 79 and 74.03,respectively,their public security management performance level belong to “general” level.There are some common safety problems in the three typical communities,such as the self-help communal consciousness and skills of residents are not high,emergency exercise frequency is low,the public participation of community safety activities is not high,cleaning conditions is in the “general” level,not rigorous security work and so on.Finally,according to the study,I put forward some relevant policy recommendations.The first is to further strengthen grass-roots government community public security management function;the second is to develop management and service functions of community organizations;the third is to implement effective residents participation in community security activities;the forth is to improve the relevant security services;fifth,increasing capital investment of community security management.Through the data analysis of three typical communities in Shanghai,the practicability and feasibility of the urban community public security management performance evaluation index system have been verified,and the study value of this research results has been tested.
