Research On The Administrative Approval Of Local Government's Quality And Technical Supervision In China

Since the CPC's Eighteenth National Congress,our country's administrative examination and approval work has entered a new historical stage.The public wants to accelerate the transformation of government functions and promote the reform of the administrative examination and approval in accordance with the law.With the duties being performed,our new central government has started a new round of reform of the administrative examination and approval.The aim of reducing one third approval items has been achieved two years ahead of schedule.At the same time,more and more quality problems have emerged,caused by the rapid development of economy and the department of quality and technical supervision is playing a more and more important part.With the issue of "People's Republic of China product quality law" and "quality development program(2011-2020)",our quality and technical supervision work has entered a new period.In the process of the reform of administrative examination and approval,local governments have achieved a lot.To meet the needs of the new situation,local departments of quality and technical supervision,as part of the local government,have carried out innovation work,like the lack of accepted tolerance,"one-stop" operation,"first promise of issuing commitment,then supervision and inspection".But as the reform deepens,we also have encountered many difficulties.The author will begin with W city's administrative examination and approval work,then analyze its technical,instrumental and restrictive characteristics,and continues to discuss problems such as ‘cancel the administrative examination and approval',‘decentralization of approval too fast',‘intermediary service monopoly' and' local protectionism”,especially the new problems caused by those characteristics mentioned above,and finally,drawn from developed countries' experiences,provide some suggestions,like the introduction of third party supervision organizations,standardization of administrative examination and approval and liquidation of matters of rights.The administrative examination and approval work should be carried out based on grass-roots,so that people can really benefit from it.I hope that the research can reflect from quality and technical supervision of the administrative examination and approval work,explore and analyze the problems in it,and propose some solutions to make quality and technical supervision work promote economic and social development.
