Research On The Reform Of "separation Of Examination And Management" In Local Administrative Examination And Approval

From the year of 2015,the Legislative Affairs Office of the State Council printed the notice about how to centralize the administration,identifying seven provinces as the pilot province to carry out the policy.Since 2015,more and more cities started to carry out the policy,centralizing the approval power,making up the Administrative Examination and Approval Services Bureau.With the advancing of the reform,the relationship between the permission and supervision is becoming more and more independently,from integration of approval and supervision to the separation of approval and supervision.The new reform broke down the barriers,promoting the reform about centralizing permission.This move inspired the government departments agents of change.The collaborative office channels between departments have been opened.In the meantime,the efficiency of examination and approval services has been improved.On the other hand,centralized approval mode realizes the separation of audit and management.It improved the efficiency of the government services.The principal contradiction has changed.The problem of linking up the work between the two departments is becoming more and more difficult.So the key to solve the problem is creating a new mechanism,which can connecting the two departments.This paper takes the R City as a case to analyze.The main research methods include literature research and empirical analysis.According to use the theory about government rebuild and the theory about seamless government.Finding out the problems,for example the responsibility is not clear and the reform is not completed.For solving the problems,the writer tried to analyze the problems in many ways to strengthen the communication between the two departments.
