Research On The Path Of Controlling Micro-corruption At The Grassroots Level Under The Background Of Comprehensively Governing The Party With Strict Discipline

From Chinese President Xi Jinping 's proposal at the Central Commission for Discipline Inspection(CCDI)meeting in 2013 to fight "tigers" and "flies" together,to the 19 th national congress of the communist party of China(CPC)report in 2017 to intensify efforts to tackle corruption among the people,the party has always put the interests of the people in the first place and effectively implemented micro-corruption measures around the people.The foundation,blood and strength of the party lie with the people.Safeguarding the interests of the people at the primary level is the fundamental guarantee for the party to govern and revitalize the country.With the spread of strict party governance to the grassroots,the term "grassroots micro-corruption" has come into public view.Compared with the "tiger" corruption,the grass-roots people have a deeper and deeper feeling towards the grass-roots micro-corruption,which has become the most concerned,direct and realistic problem for the grass-roots people.According to the data and cases of grassroots micro-corruption reported by the discipline inspection authorities in the report of procuratorial daily,grassroots micro-corruption is widely found in various industries and fields,such as subsidies to farmers,poverty alleviation and subsistence allowance,personnel promotion and administrative law enforcement.The wide range of areas involved is bound to make governance difficult.Micro-corruption at the grassroots level seriously damages the social and political ecology at the grassroots level and affects social harmony and stability at the grassroots level.It has become a major roadblock to the modernization of grassroots governance.Therefore,based on the reality of grassroots micro-corruption in China,it is particularly necessary to deeplystudy the characteristics of grassroots micro-corruption and explore the governance path of grassroots micro-corruption.This paper takes 465 typical grassroots corruption cases reported by procuratorial daily since the 19 th national congress as an example,conducts a multidimensional analysis of the definition,status quo,characteristics and causes of grassroots micro-corruption based on the hot issue of grassroots micro-corruption,focusing on governance and centering on the background of strict party governance in the new era.At the same time,the paper mainly analyzes the causes of micro-corruption at the grass-roots level from subjective and objective perspectives.At the objective level,the reasons include the weak culture of clean government at the grass-roots level,the influence of traditional favor society,the insufficient punishment effect of corruption and the imperfect supervision mechanism at the grass-roots level.Finally,this paper mainly proposes corresponding Suggestions on governance paths for the realistic situation of micro-corruption at the grassroots level and the formation mechanism of its causes.Second,we will continue to crack down on corruption with a zero-tolerance attitude and create a high-pressure situation of "not daring to commit corruption".Third,We will establish a sound supervision mechanism at the community level to form a strong synergy that will prevent corruption.
