The Study On The Responsive Governance Of Risk-based Environmental Group Events

With the rapid improvement of environmental consciousness,the events aroused by latent environmental risks happened frequently,making the cost of social stability grow year by year,and affecting the stability of society.The risk-based environmental group events are due to the social enlargement of environmental risk.It makes the environmental risk evolve into mass events.Effective governance strategies can suppress the enlargement of environmental risks and reduce the probability of occurrence of mass incidents.However,the ineffective governance strategies are the key factor in the escalation of mass incidents.Risk-based environmental group events have established risk characteristics.The thought of compulsory-command is difficult to adapt to these risk characteristics,so that environmental risks are “stigmatization”.And “A trouble to stop” becomes a fixed pattern of risk-based environmental group events.Therefore,the governance strategy of local government in such events is important.How will the government do not only determine the effect of risk-based environmental group events but also closely related to the credibility of government.In this context,this paper takes risk-based environmental group events as the research object,observes the present situation and finds the problems existing in such events governance,and then constructs the responsive governance to risk-based environmental group events.Firstly,this paper analyzes two typical cases including the Maoming PX events and the Hubei Xiantao waste incineration power plant from four stages of development,and analyzes the essential causes of frequent risk-based environmental group events-the misconduct of government governance.And then put forward the practical needs of responsive governance.Then,I will analyze the problems existing in current governance of risk-based environmental group events from three levels about thinking,mechanism and mode,combining two typical events.Finally,I will construct the responsive governance of risk-based environmental group events from three levels.They are the current "rigid stability" of the rigid maintenance concept,multi-subject co-governance,remodeling the main body of the response to the consciousness.From the accountability,the interests of the expression and assessment system to optimize the supply and provide institutional protection in responsive governance.And construct smooth response to governance channels,through the promotion of the formation of public media,timely disclosure of project information and reasonable compensation.
