Study On The Improvement In The Cultivation Mode Of Emergency Culture In Shanghai Community

Culture is the unique carrier of diverse social structure.Taylor once said that “culture serves as a complicated carrier” with all aspects of human life involved.It not just supports the development of social life,but imbues us with stronger vitality and cohesion.With the improvement of people's material life,more and more people desire for life in a higher level.As the primary unit of social governance,the cultivation of community culture is of great significance to the community governance with the emergency culture being one of its kinds.Acting as a great guiding role in the community governance,it can promote the development of the community into a living space with common sense of community embraced,harmonious system and the ability to help each other.Integrating the theory of cultural shaping with social interaction,this paper delves into exploring the internal logic of the cultivation mode of emergency culture,categorizing the cultivation of community emergency culture into three modes: government-leading,community autonomy and multiple interactions.Meanwhile,Lujiazui Street,Huaihai Mid-way Street,and Fangsong Street are selected as the classical cases explored in this paper.The research reveals that the cultivation of community emergency culture in Shanghai should be attributed into the government-leading mode,which is characterized by passive participation in the cultivation of emergency culture,the top-down emergency mechanism as well as the administration-leading emergent behavior of the cultural cultivation.Through in-depth analysis,the author finds that currently,the major problems of the cultivation mode of emergency culture in Shanghai community lie in three respects: overly-administrative-orientation of nurturing objects,restriction of traditional emergency ideas and simplified cultivation objects.Based on the above,this paper compares New York with Tokyo,exploring the current situation of community autonomy cultivation mode in New York and multiple interaction cultivation modes in Tokyo.Through a detailed comparison of the four aspects: main part,content,carrier and mechanism,the paper offers referent ability for the improvement in the cultivation mode of emergency culture in Shanghai community.To further facilitate the cultivation of emergency culture in Shanghai community,strategies of improvement in the cultivation of emergency culture are proposed from multiple angles in this paper.With government,community committee,community citizens,voluntary organization and some other organizations as the main body,multiple cultivation can be realized firstly;next,rich cultivation contents established include cultivation of spiritual culture like people-oriented;cultivation of mechanism culture like administration-leading and behavior culture like self-aid and buddy-aid;moreover,scientific propaganda and innovative practice and implementation could be employed to enrich the cultivation of community emergency culture;finally,this paper probes into the improvement of protection mechanism of the cultivation mode of community emergency culture from four aspects,embracing mechanism protection,collaboration,evaluation and supervision,informational zed communication.
