As China gradually advances the reform of public institutions and military R&D institutions are transforming to the market economic system,military R&D institutions,which have dual identities—“public institutions” and “military research institutes”,are facing unprecedented opportunities and challenges.On the one hand,in light of the state's deployment,there are three steps when implementing the reform of public institutions.Firstly,re-categorization of public institutions should be carried out.Secondly,the personnel system reform should be further improved.Last but not least,performance assessment of public institutions should be put into practice.Up to present,the top ten military institutions have offered their preliminary suggestions on how to implement the classified reform in their subordinating institutions.Although they have not received an official,written reply from their superior bodies,like State-owned Assets Supervision and Administration Commission(SASAC),they still initiate their personnel system reform in an all-round way,and implement the management performance assessment responsibility system.On the other hand,as the government is accelerating the pace of reform,subordinating institutions,one after another,begin to seek for a transition to the market economic system,promote a creative parallel management mode that the management system of institutions and that of enterprises go together,and decompose their superior bodies' assessment index and requirements to their subordinating bodies step by step.All these are aimed at realizing a comprehensive and stable transformation and upgrading,as well as dealing with the increasingly strict assessment system decided by their superior bodies.Under such circumstance,the most important matter for military R&D institutions now is to establish and improve a set of equal,just,scientific and reasonable performance assessment regulations.This measure will lead to the following results.First of all,it will guide all staff to change their management philosophy and value proposition from top to bottom.Secondly,it will help all staff to adjust to the incentive system under the market economic system.Thirdly,it will also cultivate a group of staff to meet the needs of their superior institutions,that is,“Guarantee Performance,Enhance Growth,Seek Transformation and Development” as well as the needs of the country,which asks for a military institution reform that combines military and civilian purposes.In light of the few number of studies concerning performance assessment of military R&D institutions both at home and abroad,how to form a scientific and effective performance assessment system has attracted much attention from the managers of military R&D institutions in recent years.By applying theories of public management,modern performance management etc.into the practice of military R&D institutions' management,this thesis will take one of the military R&D institutions,CSSRC,as an example,which is in transition and has implemented the mode of “One Institution,Two Systems”.Through an analysis of problems existing in the performance assessment of this institution,this thesis aims to find out five reasonable answers to them.Meanwhile,on the basis of advanced ideas and experience concerning performance assessment at home and abroad,as well as in light of the actual practice of this institution,this thesis also tries to design and improve a performance assessment system of military R&D institutions in terms of the classification of assessment objects,the setting of assessment index,the supporting mechanism for assessment and so on.It is of great significance to ensure the smooth implementation of performance assessment and to guarantee the equality and justness of assessment results,for they will enhance employers' satisfaction,inspire employers' potential,improve institutions' core competition,as well as offer certain implications for other military R&D institutions in the period of transition.
