Along with social progress and development, advanced management concepts-performance management began to be gradually introduced into China. Domesticscholars have used the concept of performance management process for theenterprises and institutions in the practical application of the problems studied. Butas domestic enterprises and institutions of a special group-the military institutions,domestic and foreign scholars have studied is extremely weak; performancemanagement theory in the practical application of the military institution, there arestill many problems. In this study, we start out by theoretical analysis and empiricalresearch method of combining to Air Force unit, for example, research, design,military institutions junior staff performance management system. Through thisresearch, the military institutions of performance management system, and promotethe military institutions to change and enhance combat survival mode to provide areference.The paper first outlines the theory of performance management at home andabroad, followed by research on the various units of the military institutions of theperformance management to analyze the situation and outlines the characteristicsand military institutions and personnel structure, and to analyze its presence in theperformance management problems, and then as a theoretical guidance, targeted toAir Force unit as a case around performance measurement system design,management processes, security system, three aspects of the Air Force unit to buildgrass-roots staff performance management system integrated model. Initialimplementation of the system is among the junior staff for the Department haspreliminarily accepted and embraced, yet continue to follow in the subsequentimplementation of the research, and constantly improve and perfect.
