The Dilemma And Countermeasures Of Social Organizations' Participation In Social Governance

Profound changes have taken place in China's social management,from the beginning of the " universal government" to later "instruction type government",then to the current "service-oriented government",the duty of the government has been changing along with the development of the economic society.Meanwhile social management has been replaced by social governance.In the new period,the government management and market regulation cannot meet the diverse needs of social development and solve the increasingly complex social contradictions.And social organizations which was born in society,rooted in society and serving society will be given a new historical mission and undertake the important responsibility of society governance,together with the government and the market.Recently,the development of social organizations in China is rapid,but the phenomenon of large quantity of low quality is also obvious.The state needs to regulate the development of social organizations from the aspects of system and policy,so as to make it become a regular army of social governance.Based on the theories of civil society,government failure and market failure and social governance,this paper analyzes the main functions and policies of social organizations participating in social governance at the present stage,sorting out the four problems of social organizations participating in social governance,such as the lack of ideas,the defects of social organizations,weak policy support,the lack of internal management.With questions,the author research the basic legal service office of Wuxi City,from the beginning of which has provided the public welfare legal service under the financial guarantee,gradually to becoming the independent social organization similar to the law firm,however,still is one of the important organizations of providing public legal service in rural remote areas because of its location close to the public and partial characteristics of grass-roots,convenient masses,convenient service,low fees and so on.Through on-the-spot investigation,the author makes a concrete analysis on the development history and characteristics of the basic legal service office in Wuxi City,and finds out the experience of the organization participating in social governance in four aspects.At the same time,the author also refers to a large number of practical examples of domestic and foreign social organizations participating in social governance,puts forward the following five suggestions of improving the legal system,increasing policy support,confirming key areas of the development of social organizations,establishing a mechanism for the three social organization standardization construction,forming the concept of common governance,and hopes to improve the basic legal service office to participate well in social governance,and based on the basic,provides a practical case for reference for social organizations participating in social governance.
