The Study Of Administrative Trusteeship Of National Hi-tech Industrial Development Zone

Since inception in 1988,the national Hi-tech Industrial Development Zone(referred to "high-tech zone"),as a pioneer of reform and opening up,has played an important role in promoting the development of high-tech industry,innovating institutional mechanisms and promoting regional development.However,after decades of development,constrained by factors such as land,high-tech zone has developed into a "bottleneck".The country states "the second pioneering work"development strategy in order to promote the development of high-tech zone.In promoting "the second pioneering work" transition in the process of development,Fuzhou high-tech zone takes the integration of city and industry as target,and in 2013 adopts the Administrative Trusteeship,which means the cultural,social and other related affairs of towns in high-tech zone will be managed by Fuzhou high-tech zone.The implementation of the policy can not only effectively alleviate land development problems restrict transformation of high-tech zone development,integrate of resources effectively,but contribute to the coordinated development of urban and rural areas,provide quality public service,achieve the development goals.From this perspective,the Administrative Trusteeship has positive significance to the development of Fuzhou high-tech zone.Fuzhou high-tech zone has its unique strengths and advantages such as the economic base with long-term development of garden economy,a relatively lean structure,the unique try-first policy.However,we also found fundamental changes in implementing the Administration's reform process---the functions expanded from investment,industrial development to other public services include economic,social,culture.The development of high-tech zone exposed a series of problems.It is very important that how to deal with emerging problems to full of dividend policy,which is directly related to the established goals and future development of the high-tech zone.This paper focuses on the Administrative Trusteeship issues of Fuzhou high-tech zone,starting from the discussion and research administration system to defines the concept of Administrative Trusteeship,that is,in the present administrative divisions of the same premise,the specific areas applies to the local government to managed area(streets)by Management Committee.After agreement,the Management Committee has the power of district's Party and Government,economic and Social Affairs.Through the administrative authorization,the Management Committee configurates and integrates administrative power to maximize management efficiency.It is a transitional form to promote the specific region,but also a last-ditch move based on the current situation.The implementation of Administration is necessary to achieve integration,and also breaks its own bottleneck.This case study of Fuzhou high-tech zone discusses the achievements of economic development,social integration,system and mechanism innovation after Administrative Trusteeship.Moreover,the Fuzhou high-tech also has problems in doubt of legitimacy of qualification of administrative subject,unscientific organizational structure,insufficient authorization,subject vacancy in transitional management and so on.The main reason is the gradualness of institutional change,Irrationality of Technology and the value-oriented bias.Finally,the paper attempts to present the appropriate reform measures and countermeasures,to maximize the role of the administration system.Specifically,firstly,to establish and improve relevant systems to avoid a legal vacuum;Secondly,we must perfect organizational structure,according to the existing functions and "major" system requirements to further integrate and classify the functions;Thirdly,to foster and promote the development of social organization as an important complement to Government forces to develop all kinds of social organization to hold the government functions;Fourthly,to optimize administration mechanism to form a systematic,coordinated and unified operation procedures;Fifthly,to strengthen team-building and reform the personnel system;Sixthly,to improve e-Government.By means of modern information technology to improve management level and efficiency of services;Seventhly,to establish the performance appraisal system to adapt to Fuzhou high-tech zone.
