mainly concentrated on the reform of“delegation and management”,and the reform of “delegation and management” is mainly reflected through the reform of the administrative approval system.In fact,whether it is to simplify administration and decentralization or to combine decentralization with management,the ultimate goal is to optimize government services,improve the quality and efficiency of government services,and build a people-oriented service-oriented government.Administrative examination and approval is the main method and basic means for the national administrative organs to implement administrative management and rationally allocate resources.The administrative examination and approval system is a system where the government uses its administrative power to review the exercise of certain rights by citizens,legal persons and other social organizations,and decides whether to grant or disapprove the act.How to optimize the service level of administrative examination and approval is to reform the administrative examination and approval system.The most important thing.With the deepening of economic globalization,foreign capital plays an important role in the economic development of various countries.Since the reform and opening up,China’s total imports and exports have continuously increased,and foreign-invested enterprises have become the main body of imports and exports,occupying an important position in China’s economic development.The optimization of foreign-funded enterprises’ administrative approval is the focus of China’s current reform of the administrative approval system.The enthusiasm of foreign investors,the reduction of the survival cost of foreign companies in the domestic market,and the creation of a good business environment are of great significance.Chengdu is one of the cores of economic development in Southwest China.Chengdu High-tech Zone is a national independent innovation demonstration zone and the most active and promising economic growth point in Chengdu.2019 is Chengdu’s "International Business Environment Construction Year" In order to better serve foreign-funded enterprises,Chengdu High-tech Zone has made new explorations,formulated new measures,and made substantial breakthroughs.But it is undeniable that there is still room for improvement.Therefore,in this paper,through field research on the status of foreign-funded enterprise-type deep approval services in Chengdu High-tech Zone,combined with theoretical research,I hope to provide some useful suggestions for it.This is why I chose this topic and the original intention of writing.This article is based on the theory of service-oriented government and the theory of government process reengineering.The theory of service-oriented government is put forward under the background of the development of the new public management theory.The government process reengineering theory has emerged in the western countries since the 1970 s and 1980 s,and it has taken "reshaping the government" as the main content of administrative reform.One of the main contents of Inspur is to introduce the theories and methods of process reengineering into government departments,with a "customer-oriented" value orientation.Its main goal is how the government should better provide public services and build a service-oriented government.Therefore,the purpose of the government to implement process reengineering is to build a service-oriented government.On the basis of sorting out the legal system,service institutions and processes of the administrative examination and approval management of China’s foreignfunded enterprises and the approval model of foreign-funded enterprises based on the negative list.Conducted specific research on the status of the administrative approval services of foreign-invested enterprises in Chengdu Hi-tech Zone.Chengdu Hi-tech Zone has formulated specific policies in simplifying the approval process,streamlining the approval items,decentralizing the approval authority,improving the speed of approval,and optimizing the approval services Dynamically adjust its related policies.This article uses a questionnaire survey to distribute questionnaires to foreign-funded enterprises,Sino-foreign joint ventures,Sinoforeign cooperative enterprises,and foreign trade companies,to analyze their satisfaction with current administrative approval services from multiple perspectives,and to summarize and analyze the existing problems.According to the satisfaction analysis study,it is found that Chengdu Hi-tech Zone has insufficient professional personnel for approval,and in terms of standardization construction,although there is currently a standardization system for the entire process,it still needs to be improved from a deep perspective,and there is currently no relevant external With the addition of the collaboration mechanism,the approval service supervision mechanism also needs to be diversified and scientific.Although online approval has achieved certain results,the problems of fragmentation and inefficiency also need to be solved urgently.According to the current problems in the administrative examination and approval services of Chengdu Hi-tech Zone and the experience of other representative cities in China that can be used for reference,the countermeasures for optimizing the administrative examination and approval services of foreign-invested enterprises in Chengdu High-tech Zone are proposed.This includes: in terms of personnel team building,solving current problems and cultivating a professional team of approval service personnel,the development of standardization should be deepened to promote the modernization of administrative approval services,and the introduction of third-party agencies to undertake approval service matters Improve the efficiency of examination and approval,improve the administrative service supervision mechanism in a variety of ways,solve the current situation of excessive fragmentation of Internet use in the current examination and approval process,develop smart government affairs,and improve the speed of examination and approval.
