The rapid development of the Internet and digital technology has changed people's ways of thinking,lifestyle and behavior.While we are delighted with the tremendous progress made by the Internet in society,we are also worried about the spread of the cyber-hazards.As a behavior that an individual or group who deliberately and persistently uses information and communication technology to harm others,cyber-bullying is characterized by its anonymity,diversity of means and its rapid spread,which have a profound and lasting impact on the physical and mental health and growth of adolescents.How to tackle the issue of cyber-bullying among young people has become a global problem of common concern.This paper examines and reflects the phenomenon of cyber-bullying under the framework of digital citizenship education.It analyzes the characteristics,types and harms of cyber-bullying,discusses the necessity and effectiveness of digital citizenship education in cyber-bullying governance,and innovates the practice model of cyber-bullying governance in Chinese youth network by analyzing foreign cases and experiences.Currently,the cyber-bullying governance in China must accelerate the speed of adolescent cyberspace's legislation to strengthen the disciplines of others apart from adolescents.Morality should be the ultimate manager in cyberspace and demarcation of individual behavior and organizational policy.From this perspective,the significance of digital citizenship education for cyber-bullying governance of adolescents lies in enhancing the intrinsic self-discipline of adolescents.Besides,there is no doubt that it is necessary to clarify the responsibility of the subjects of polycentric governance(such as government,industry,schools,families and non-profit organizations)both in legislation and in digital citizenship education.The popularization of digital citizenship education not only helps to create a clear and bright cyberspace,but also helps to raise the moral awareness and responsibility awareness of network users,so as to prevent cyber-bullying more effectively from the source.
