| With the rapid and steady development of China’s economy,various economic actors have jointly participated in market activities to promote the vigorous development of the socialist market economy,but at the same time it has also brought about changes in social structure,changes in ideological concepts,adjustments in interest patterns and the emergence of sharp contradictions between laborers and employers.The collective wage Consultation system is an important legal system commonly used by most countries in the world in order to coordinate the labor relations between laborers and employers.Through this system,laborers could express their interest claims to employers and the controversial issues of both bodies could be settled through the consultation process based on the system.Laborers and employers could resolve differences,reach consensus gradually.This system has played an important role in safeguarding the legitimate rights and interests of workers,preventing and resolving disputes of collective interests,promoting the healthy development of the labor market,and safeguarding social fairness.Since the establishment of collective wage consultation system,besides observing the gratifying achievements brought about by this system we should also rationally realize that the current collective wage consultation work still faces many difficulties in further developing.This paper conducts in-depth research on the collective wage consultation of labor unions in Jilin Province in order to further explore and analyze the existing problems in the collective wage consultation work of Trade Unions of Jilin Province in order to find out the corresponding solutions towards the problems mentioned,and provide theoretical support for the further development of the collective wage consultation work in Jilin Province.What’s more the research could also accumulate practical experience and reference for the implementation of collective wage consultation work in other provinces.This article contains four chapters in total.Chapter 1 is Introduction.This chapter expounds the background and significance of this research topic,the summary of the domestic and International theoretical and practical achievements of collective wage consultation work,the contents and research methods as well as the innovations and deficiencies of the research.Chapter 2 elaborates the history and role of collective wage consultation system.The concept and relevant concepts of collective wage consultation were sorted out and analyzed.And then the developing stages of wage consultation system from the exploration phase to the establishment phase was summarized and sorted out.Afterwards,this chapter discussed the role of collective wage consultation system,specifically including: safeguarding the economic interests of employees,promoting the construction of a harmonious employee-employer relations,improving the management model and competing strength of enterprise and promoting the improvement of social status of trade unions.Chapter 3 discusses the practical implementation and effectiveness of the collective wage consultation of labor unions in Jilin Province.The methods adopted by Trade Unions of Jilin Province include: effectively integrating this work into the vision of party and government;multi-subjects collaborate with each other in this work,actively exploring innovative ways of working,developing special legislation on collective wage consultation work and integrating wage consultation with precise planning and so on.Through the above-mentioned measures Trade Unions of Jilin Province has achieved many practical achievements in promoting collective wage negotiation,which is mainly reflected in the steady increase of the establishment rate year by year,the significant improvement in the quality of consultations,the active role played by full-time contingents in collective consultation and the improvement of quality of consultation staff,the establishment of typical models who could play leading role.At the same time,performance evaluation has been further strengthened and staff participation satisfaction has been continuously improved.Chapter 4 discusses the development dilemma and improvement strategy of collective wage consultation work in Jilin Province.Although the labor unions in Jilin Province have achieved a lot in achievement in promoting the collective wage consultation work they still facing with various difficulties in the developing process,mainly including: lacking of legal regulations and policy norms,the cultural environment and the collective atmosphere still need to be improved,the absence of the mainstay of the consultation restricts the development of the work and union cadres and employee representatives are not adapted to their responsibility.The study further targeted specific dilemmas and obstacles in proposing specific improvement strategies for collective wage consultation of labor unions in Jilin Province,which include actively promoting collective bargaining legislation,creating a collective consultation cultural atmosphere and strengthening the construction of labor consultation between the parties and trade unions.We must earnestly focus on improving the capabilities to effectively promote the development of collective wage consultation in Jilin Province and even in China. |
