Research On Honesty Construction Of Government In Gaolan Port Economic Zone

Government integrity is the core of social integrity,local governments and the public contact more closely,local government integrity is good or bad,directly affect the public awareness of the government image and evaluation.Therefore,to strengthen the local government integrity construction,can fully reflect the authority of the government,improve the efficiency of government administration,improve the level of public services,enhance political interaction,build a harmonious society.From the domestic point of view,the current local governments to develop policies arbitrarily large,unstable,do not follow the scientific approach,ignoring the phenomenon of public interests occur,damage the interests of the masses,hurt the feelings of the masses,affecting the social credit system as a whole construction,reduce the credibility of the local government,undermine the balance of social interests,triggering some potential social contradictions.China's local government is faced with various social contradictions,government outreach events and other challenges,the improvement of government management,the establishment of harmonious society,the sound development of market-oriented economy,we need to build a good government,for all aspects of social development Provide strong organizational leadership and public services.Therefore,comprehensive research and accelerate of local government integrity is necessary requirement of epoch development.Gaolan Port Economic Zone is a state-level economic development zone,the rapid economic development and lagging spiritual civilization show a big gap,there are a lot of problems in construction of government credit.First of all,this paper combs and expounds the current situation of honesty and credit research,and defines the basic concepts such as honesty,integrity government,government information disclosure and government credit theory,public policy theory and public sector performance evaluation theory,provides a theoretical basis for government credit construction of Gaolan Port Economic Zone.Secondly,this paper introduces the geographical position and basic development situation of Gaolan Port Economic Zone,briefly discusses its main practices and achievements in the construction of government integrity,and then focuses on the Gaolan Port Economic Zone existing in the construction of government credit problems and analyzes the reasons:subject to the drawbacks of the economic function area,on the whole,Gaolan Port Economic Zone,the level of honesty is still relatively low,progress is relatively slow,there are still many imperfect,especially in the level of government services,credit information applications,institutions and staffing,supervision and punishment,law enforcement and other aspects,to a certain extent,hinder the construction of government integrity.Finally,through the experience of western developed countries in the construction of government integrity construction,the paper discusses the countermeasures to enhance the honesty and credit construction of the government in Gaolan Port Economic Zone:(1)to improve the level of government services and realize the transformation of government functions;(2)improve the supervision mechanism,(3)to promote public affairs,to protect public power;(4)the application of credit information,innovation and social management;(5)to carry out system construction,construction of long-term mechanism;(6)to strengthen staff education,establish a good image.
