Study On The Fujian Province Emergency Management Synergetic Mechanism

The Fujian Province geographic environment and climate type decide Fujian Province to be the city with frequent natural disasters,such as typhoon,heavy rain etc.At present,Fujian is experiencing the important period of speeding up the construction of the channel west channel economic zone,and implementing the strategy of "In all the way".Under the circumstances of promoting the fast and steady economic development process,unfavorable factors affecting social stability in fujian province are still there and all kinds of accidents of production safety and environmental pollution occur frequently,so all circles pay much attention to social security problems and it is urgent to build a safe and stable environment.Meanwhile,because of the lack of ability to react to increasingly frequent natural disasters,accidents and social security event by single administrative organization,collaboration in public emergencies management makes critical.The emergencies management collaboration contributes to overcoming limitations of the current emergency management system,reducing management cost significantly and promoting the development of the commonwealth and extensive collaboration in the province.Although in infrastructure construction and system construction,fujian province has made some achievements,but also needs to deal with subject faced with a series of historic problems,mainly in emergency preparedness system together,emergency coordination organization system,emergency coordination resources,emergency coordination platform which have common problems in collaborative response mechanism,the resources,communication,etc.that is not consistent with national policies and regulations,and emergency situation in fujian province,and the current various strategic target of fujian province.Therefore,in fujian province it is urgent to establish suitable for the current needs of emergency management synergy mechanism,so as to guarantee the normal life of the people,for "wisdom","peace" of the Taiwan straits,fujian,the strategy of "Marine silk road" in the 21st century,and provide security to achieve the goal of a well-off society in an all-round way,etc.In view of the problems of emergency management in fujian province,this article in absorbs the advantages,and draw on the experiences of foreign,from the collaborative theory,system theory and the process reengineering theory,the mechanism of emergency management coordination problems of fujian province put forward some solutions,contributing to emergency disposal ability of fujian province to improve strength.
