Research On Maritime Emergency Management In Inland Waterway Of Fujian Province

Thanks to the development of Fuzhou new district and the construction of the maritime silk road,Fujian inland and coastal channel shipping industry has developed steadily in recent years.However,Fujian inland river maritime emergency management has its particularity and complexity.The changeable hydrological climate conditions and the shipping situation of multi-department joint management and law enforcement determine that Fujian inland river maritime department should change the emergency management mode to meet the needs of the new situation of water transportation according to the changes of the situation.In today's information pluralistic development,maritime emergency management will also undergo a major adjustment,including the reform of internal institutions of Fujian inland waterway maritime department and the innovation of emergency management methods.In this context,the main objective of this paper is seeking countermeasures which can improve the emergency management capability of MSA in Fujian and guarantee shipping safety.The emergency management theory and risk communication theory are the theoretical guidance of this paper.This research summarizes the data of Fujian inland channel accidents from 2001 to 2017,and concludes that the main causes of accidents are human factors and the main water areas with high accident incidence.Combined with various research methods,such as literature analysis,field investigation,expert interview,case study and experience summary,it is found that there are problems in the emergency management of inland channel in Fujian,such as imperfect laws and regulations,difficulties in crew management,dual management of organizational relations,disjointed professionals,imperfect infrastructure and safety supervision.To solve the main problems which exists in the maritime emergency management of inland channel in Fujian,this paper puts forward the following Suggestions to reduce the risk of accident:improving laws and regulations,speeding up the reform of organizations and institutions,strengthening the professionalism of emergency management personnel,improving infrastructure construction,strengthening crew management education,and improving safety supervision and inspection capabilities.
