According to the definition of"civil service law",civil servants refer to the staff who perform their duties in accordance with law,is incorporated into the administrative setup and paid by the state in welfare and wage.In China's current administrative system including the central,province,municipality,county(district).township,grass-roots civil servants refer to the people who performance public office according to law,are incorporated into the administrative setup on the county(district)-township level,paid by the state in wages and benefits and are under the methods of administrative staff management.Grass-roots civil servants have small rights,but heavy responsibility and pressure.On the one hand,it takes a lot of time and effort to complete lots of work;on the other hand,excessive attention from walks of' life has also increased more anxiety to them.Under both internal and external pressures?psychological anxiety has become a common phenomenon among grass-roots civil servants.Anxious emotions have some impacts not only on the health of the civil servants,but also on efficiency and perform.In recent years,there are many domestic studies focused on the mental health of civil servants.The survey on 2500 civil servants conducted by counseling center on mental health of Central state organs workers shows that 63.3%of civil servants think they are under moderate pressure,13.5%of civil servants are heavy or very serious pressure.There are more and more researches on the mental health problems of grass-roots civil servants,among which studies have shown that grass-roots civil servants are most likely to be anxious,depressed,suspicious,and hostile,among which being anxious is the most serious.How to alleviate the psychological anxiety of groups of grass-roots civil service,there are many scholars putting forward their own recommendations,mainly including "positive self-adjustment","increasing organizational intervention","the improvement of social support".There are many relatively in-depth and detailed researches on the anxious reasons,the approaches of system,while there are fewer research and practice on the intervention of social workers.In fact,it is worth exploring social work intervene in psychological anxiety of grass-roots civil servants.This paper focuses on exploring the role of social workers intervene in alleviating the "psychological anxiety" of grass-roots civil servants and analyzing the main reasons for prevalent anxiety of grass-roots civil servants in urban and rural area including overloaded work,leadership pressure,promotion pressure,and family affairs taking Guangzhou Baiyun District as an example through the questionnaire.case intervention experiment,literature research and other methods.Combined with different positions,specific circumstances of grass-roots civil servants on different levels,the paper is to attempt to allow social workers to intervene in the problem of grass-roots civil servants and explore ways and means by selecting two grass-roots civil servants with typical anxiety symptoms.After research and summary,the author found that a case social work makes those finish self-help according to their own circumstances and characteristic,which provides a new theoretical and practical direction for grass-roots civil servants in the alleviation of psychological anxiety.
