Research On Innovation Of Vientiane City Community Management In Laos

With the development of globalization,the grass-roots level is the center of social management,urging social management toward community-oriented development.Community is also the ultimate goal of urban governance.To promote urban community governance to modernization is also an important part of urban governance toward modernization.At present,many countries in the world have started the construction of urban community governance.As a backward country,Laos has still a long way to go to realize the modernization of urban community governance.Vientiane,the capital of Laos,is of great significance for studying community governance in Vientiane City for promoting community governance in Laos.Based on the research of predecessors' achievements,this paper analyzes the development history and current situation characteristics of Laos urban community governance by using the method of literature analysis,interview research and the combination of theory and practice,and analyzes and draws lessons from the Chinese model of community governance Typical case patterns and governance practices provide practical experience for community governance innovation in Vientiane City,Laos.The study finds that the urban community governance model in Vientiane City belongs to the typical executive-led pattern,which fully combines the characteristics of government structure in Laos and helps to ensure the effectiveness of urban community governance.There are three typical models of urban community governance in China:Jianghan model of community autonomy,Nanning model of executive-led Shanghai and mixed governance.The experience and lessons learned from the model of community governance in typical cities in China are:Adhere to the principle of local conditions,adhere to the concept of people-oriented,adhere to the clear management of rights and responsibilities,adhere to the coordinated development of management methods.The problems existing in urban community governance in Vientiane City are:unclear responsibilities of community management,tendency of administrative tendency of community,insufficient participation of community residents,insufficient participation of social organizations and lack of system guarantee.The causes of these problems are mainly caused by the historical reasons of the urban development,the legal reasons,the reasons of the ways and the main reasons.Finally,this paper proposes that the ways to realize the innovation of urban community governance in Vientiane City are to improve the laws and regulations of community governance,strengthen the construction of community governance staff,introduce market mechanism appropriately,enhance the democratic participation of community residents and support the development of community organizations.
