The Economic Elite,Bribery And The Development Of Village Democracy

With the continuous promotion of democratic elections in rural areas,there are various forms of canvass in the area of fierce election.Getting elected by bribery has become the most common means of canvass,and it has become more and more intense.This paper uses the qualitative research method to analyze the course of the electoral development of a village in the context of universal bribery,and describe the development process of bribery from the vertical angle.And analyze the causes and the significance of this competitive election,which is getting elected by bribery,for the democratic development of the rural grass-roots level.The democratic elections in F village can be roughly divided into three stages.The first stage,the political elite under the "official selection" model has long held the village political,and the village has formed a single power pattern with the political elite as the core.At this time,The choice of village cadres is decided by the township government.The mass vote is just a form,and it's meaningless.So the political elite supported by the government can control the election,and there is no competition.In essence,there is an empty election name,but no democracy.Second stage,with the "sea election" model opened,the economic elite gradually developed but still dominated by the political elite.Though the political elite retreat to the second tier,they still have a decisive influence on the village politics.Only candidates can be elected by the support of political elites.So there is no fierce competition in the democratic election at this time.Third stage,with the popularity of the "sea election" model,the economic elite without the support of the traditional political eliteis competing fiercely.They used its own economic advantages to lead to large-scale bribery and succeed in the election.It can be seen that the emergence of the economic elite has led to the loss of political elites,breaking the political elite as the core of the one dollar power pattern and enhancing the competitiveness of democratic elections.The disconnection of the "Four Democracies" is the key reason for the economic elite to compete with the political elites in the village administration by means of bribery election.Competition is the yardstick to measure the degree of the development of democratic elections.So we cannot deny the election of villagers committee and the development of democracy at the grass-roots level for bribery phenomenon.Bribery election is conducive to improving the participation rate of villagers and concentrating the wishes of the voters,which can make the economic elite procedural legality.However,they can not obtain the identity and support of the villagers for their poor performance in the village governance.So the election can not bring about the improvement of the substantive legitimacy.In addition,bribery dispel the villagers'democratic consciousness,which lead to political apathy.It is not conducive to the realization of the democratic goal.This article holds that we should strengthen the cultivation of the rural social organizations,such as the old age association and the cultural community,to train the villagers by organizing the Democratic training,strengthen the democratic consciousness,and cultivate the cultural and social elite,optimize the elite structure,balance the power of the economic elite.So as to purify the election.
