Research On The Problems Of Energy Conservation Management Of Public Institutions In Jinan City

The state attaches great importance to energy conservation and takes it as a basic national policy,which is widely concerned by the party committees and governments at all levels.The Energy Conservation Law of the People's Republic of China and the Energy Conservation Regulation for State-funded Institutions have been carried out one after another.Today,energy conservation in state-funded institutions has also become an essential part of the energy conservation work.Advocating and implementing energy conservation in state-funded institutions is not only conducting the national strategic task of "Promoting all-around resource conservation",but also a guidance and demonstration for the whole society in energy conservation.In 2009,energy conservation management method in Shandong was promulgated by Shandong Province,which provided a specific operation platform for all localities and municipalities to carry out energy conservation of the public institution.Since carrying out the energy conservation of public institution in Jinan City in 2008,remarkable accomplishments have been achieved in the building of organizational system?rules and regulations,energy conservation management and restraint incentives,and some characteristics have been created around building Jinan brand.The ability of energy conservation management has been improved,the energy consumption of public institutions has been effectively controlled and the energy saving goal has been completed.But,the energy conservation management of public institutions also shows different types and different levels in practice.The huge differences in the implementation of energy conservation in public institutions which must be faced on energy conservation in state-funded institutions.With the help of authentic practical work experience in energy conservation management of public institutions in recent years,and according to the actual situation of public institutions of Jinan City,this article adopts related theory and elementary knowledge on public management,public economics and the like.By systematically analyzing present situation of energy conservation management of public institutions of Jinan City,summarizing the achievement and experience of energy conservation management of public institutions of Jinan City and enumerating a number of problems and shortcomings in it,the article explores the policies to promote the energy conservation management of public institutions of Jinan City,providing beneficial reference for further carrying out energy conservation management of public institutions of Jinan City.Apart from the introduction,this article consists of four parts:In the first part,it analyses the status of energy resources of public institutions in Jinan City.By analyzing the composition of quantity?architectural area and the number of people using energy of public institutions of Jinan City,as well as the total energy consumption and per capita energy consumption during the "12th Five-Year" and 2016,it summarizes the general rules and problems of the consumption of energy resources of Jinan public institutions.In the second part,it summarizes the current situation of energy conservation management of public institutions of Jinan City in recent year,and the in-depth analysis and discussion are carried out.In the third part,the existing problems and the relevant reasons reasons in energy conservation management of public institutions of Jinan City are summarized and analyzed and the root of these problems are explored,which provides an objective support for the further study of this paper.In the fourth part,it puts forward main policies on energy conservation management of public institutions of Jinan City which effectively promote the level of energy conservation management of public institutions of Jinan to a higher level.These mainly include the following:set up a perfect management system of energy conservation management of public institutions,strengthen supervision mechanism of energy conservation management of public institutions,give play to the role of security of financial funds,implement Energy performance contracting,perfect the standard of energy consumption.The last part is the concluding words.
