Research On Evaluation Of Energy Conservation Of Public Institutions In Jiangxi Province Under The Backgroung Of Ecological Civilization

Promoting ecological civilization and building conservation-oriented public institutions are both the hot spot of the current era and the need for the development of public institutions under the new normal.In recent years,with the continued focus on ecological civilization work of the CPC central committee and the state council,all departments in promoting the public institution performance evaluation of energy saving aspects has carried on the beneficial exploration,has obtained certain achievements,but also exposed some problems,therefore to carry out the ecological civilization under the background of public institution performance evaluation of energy saving research has important theory value and practical significance.As one of the first provinces to be included in the national ecological civilization pilot zone,jiangxi province undertakes the important task of exploring a new path of green development,which requires jiangxi province to make some active explorations in the evaluation of energy-saving performance of public institutions.By means of literature review,theoretical analysis,experience analysis and suggestions,this paper comprehensively compares the main methods of energy conservation performance evaluation of public institutions at home and abroad,and extracts experience enlightenment.This paper mainly studies the energy use situation and current evaluation scheme of public institutions in Jiangxi province,summarizes the results at present,and analyzes the main existing peoblems.Including classification of evaluation objects is not detailed,evaluation method is not efficient,evaluation indexes are not reasonable,emphasize annual evaluation and over daily supervision,evaluation results are not widely used,operational capacity of the evaluators varies widely.This paper puts forward some Suggestions for improving performance evaluation of public institutions in Jiangxi province.Such as optimizing performance evaluation program and index design,strengthening the organization and implementation of the performance evaluation,reinforcing the application of the performance evaluatio results.Finally,it is pointed out that carrying out energy conservation performance evaluation of public institutions is to playing the role of "baton".We will guide public institutions at all levels to explore useful experiences and make positive contributions to the construction of ecological civilization.So as to guide the whole society to form a good atmosphere of saving.
