The Party Central Committee and the State Council made major decisions---peak carbon will have been achieved by 2030 and carbon neutralization will have been achieved by 2060.The General Secretary Xi Jinping has delivered several important speeches and made overall arrangements for peak carbon and carbon neutral work on many occasions.Public institutions are an important department in charge of energy conservation and carbon reduction.They promote the transformation of the whole society's green and low-carbon lifestyle and play an important role in the realization of the "double carbon" goal and the whole society's green and low-carbon development.In recent years,with the rapid development of the national economy,our country pay attention to energy conservation management,improve the current energy conservation policies and put forward higher requirements from the perspective of energy conservation.All of these are of great significance for building an environment-friendly energy-saving society.In this paper,I collect and analyze results of the whole country and the whole city.I collect the energy consumption and energy-saving results of public institutions in Tongnan.I combine survey statistics with comprehensive analysis.I make good use of quantitative analysis and qualitative analysis.I study the energy-saving management laws and regulations of public institutions implemented in various parts of the country carefully.I make a careful study of the management journals and other works in the field of energy conservation collected from CNKI and other places.After having a macro grasp of the literature in the field,the energy conservation management of public institutions in Tongnan district was investigated and studied by means of symposium,face-to-face interview and questionnaire survey in this paper.After the relevant laws and regulations are studied,combined with the public service,political performance evaluation,and conservation theory contained in the management,this paper analyzes the problems in the institutional energy conservation work in Tongnan district from a more scientific and in-depth perspective.It makes an in-depth study on the causes,and puts forward a series of feasible suggestions based on the actual local management work.The full text is divided into five parts.The first part is the introduction,which describes the background and significance of the topic,the research review at home and abroad,and the research ideas and methods of this paper;The second part is the basic concepts and theoretical basis,which analyzes the related concepts of public institutions,and expounds the new public management theory,economy theory and other related theories;The third part is the current situation of energy-saving management of public institutions in Tongnan District,Chongqing.It describes the current work from the aspects of resource utilization,main management results,research and interview,etc;The fourth part expounds the main problems at present,and analyzes the reasons.The main problems are: the awareness of energy conservation needs to be further improved,the investment is relatively insufficient,the promotion of energy conservation needs to be further strengthened,and the energy conservation management system is not perfect.The fifth part,based on the actual work in Tongnan,puts forward feasible suggestions such as implementing green and low-carbon transformation action,giving full play to the incentive and restraint role of financial funds,strengthening publicity and training,improving the coordination mechanism of public institutions,strengthening the coordination and linkage of relevant departments of energy conservation management,and actively promoting market-oriented operation modes such as contract energy management.
