The public institution is a special organization with government functions and public welfare services as its main purpose.It participates in social affairs management and performs management and service functions.Its purpose is to serve the society,mainly engaged in education,science,technology,culture and health.With the rapid development of the economy and society,social civilization is also updating and progressing,and people's requirements of service quality for public institutions are gradually increasing.In order to improve the overall quality of the staff of the public institutions,improve the service level,and also to meet the selection of the required talents by the public institutions,the Personnel Department of our country promulgated the new selection system which is the open recruitment system in 2005,and Jinan also proposed in due course.The personnel reform program of the public institution has clarified the procedures for open recruitment.The open recruitment in Jinan has been implemented for more than ten years,and has achieved many results.The open recruitment of public institutions has played an important role in improving and optimizing the human resource structure of public institutions and improving the management level of human resources.The author conducts in-depth research on the problems and the reasons of the problems in the open recruitment process of Jinan City institutions,and proposes corresponding countermeasures.This thesis is divided into six parts.It is hoped that through the definition of the institution and its open recruitment system concept,the theoretical basis,the analysis of existing problems and the combing of advanced recruitment concepts and technologies at home and abroad,to propose institutional countermeasures to improve the open recruitment of public institutions in Jinan.The first part is an introduction.This part expounds the significance of the public recruitment work of public institutions,introduces the research status and background of the open recruitment system of public institutions in Jinan,and clarifies the research ideas and methods of this paper.The second part analyzes the basic theory of open recruitment of public institutions.In this part,the author will discuss the concept and characteristics of the institution,the concept and necessity of the open recruitment system of the institution and its theoretical basis.The third part is the general situation and main practices of public recruitment in Jinan City.This part analyzes the historical evolution of the personnel recruitment system in Jinan City,the general situation of public recruitment,the main measures and the results.The fourth part is the analysis of the problems and reasons for the open recruitment of public institutions in Jinan.Summarize and analyze the problems existing in the open recruitment process of Jinan City institutions,and analyze the causes of the problems.The fifth part optimizes the countermeasures for the open recruitment work of Jinan city public institutions.Based on the actual situation of Jinan City,it puts forward relevant countermeasures and suggestions from the aspects of perfecting and innovating the system and standardizing the recruitment system.The sixth part is the concluding part.That is,the expectations and prospects for the public recruitment system of Jinan City.
