For a long time, Institutions have done a significant contributionfor the economic development and social progress of China. At present,following of the deepening of reform, Social expectations are high forinstitutions. While compared to the ability of institutions to respondto the community is obviously inadequate. Institutions is increasinglyexposed “Overstaffing. large number and low efficiency” Moreover, themajor way of the resource management of institutions change toappointment and recruitment system. Institutions are asked for improvingperformance evaluation system.With other institutions compared, Jiaodong Divert Water Bureau ofShang dong Province have the characteristics for particularity ofdiverting water environment and the consolidated nature of constructionmanagement. It’s necessary for developing a set of advanced, targetedperformance evaluation system for managing the agriculture, domesticwater, providing water of Qingdao, promoting the development of Jiao dongDiversion Bureau.Effective performance management systems can fully mobilize theenthusiasm of employees, promote employees to improve quality and ensuremanagement goals of institutions. The strategic performance managementbased Balanced Scorecard best meets the performance requirements ofinstitutions. It could help to coordinate the balance between long-termand short-term goal, financial and non-financial target, internal andexternal measurement,management performance and operational performance.It has a positive effect for institutions, especially Jiao dong diversionBureau.Firstly, description review of international research of theperformance management and Balanced Scordcard,to find the basis of performance management of Jiaodong Diversion Warter Bureau of Shangdongprovince. Secondly, to describe the current situation of Jiaodongdiversion water Bureau, and find its problems. Finally, combining BSCand performance management to propose a solution based on theproblems.And in accordance with organizational structure of the unit,design a performance management system based on BSC in order to achieveperformance system of Jiaodong Diversion Water Bureau.This paper specifically analyze the performance system of JiaodongDiversion Water Bureau based on investigations in the field and based onthe theory of BSC, and drawing on experts and foreign scholars andpractitioners of research, proposed optimize the performance evaluationsystem and management suggestions of the BSC.Paper first describesintroduction of Jiao Dong Diversion Water Bureau, draws the organizationchart, and analyzes the current performance evaluation system. Then findsome problems for current performance evaluation of the unit, such as theperformance indicator system design is not scientific, and assessment isnot scientific. The positioning of performance evaluation is not accurate,can not reflect the control functions. Performance evaluation of basicwork of supporting the implementation is not perfect. Using theperformance management of BSC is necessary because of rough performanceevaluation criteria and the unfair results.Secondly,the cases deeplyanalyzed the advantage of the unit,the existence ofweaknesses,opportunities and facing challenges,to determine thestrategic vision,strategic objectiv of the corportate.Finally,drawinga strategic chart of the case,studying the indicators for achitecture andthe target weight distribution of BSC of branch,propsing thecorresponding performance evalution system optimization.This paper mentions a optimization proposal of the performanceevaluation system from an empirical point for Jiaodong Diversion WaterBureau.At the same time,due to limitations of various factors,there are many inadequacies in this study.The main is:there is no a completediscussion for the whole process of performance management unit,there isno performance for a whole social responsibility,there is no dockingdiscussion for BSC and enterprise information.Follow-up will combine the acual unit,to adjust and improveperformance mangement system based the result of previous studies on theimplementation of continuous tracking and feedback,and truly play astrategic synergies.Make sure that the BSC performance management morein line with the strategic requirements of Jiaodong Diversion WaterBureau Shandong province.
