| Since twentieth century,there are more and more terrorist activities.With the development of technologies,new forms of terrorism are emerging.It has seriously threatened and harmed the lives of innocent citizens,endangered economic development and undermined global stability and harmony.There is no doubt that the impact of international terrorism is expanding.The international community has realized that anti-terrorism cannot rely on its own efforts,but international and national response and governance,which requires establishing a sound anti-terrorist legal cooperation mechanism to improve the current form of cooperation.At present,the United Nations issues a large number of legal documents and sets up special agency.Besides,in order to carry out friendly bilateral and multilateral counter-terrorism cooperation,a platform has been build among various countries and regions for cooperation and dialogue,enacting a series of legal documents to guide the activities.Although the anti-terrorist activities have made progress,there still exists many problems which cannot be ignored.For instance,the lack of legislation and the difficulties in practice restrict the cooperation.Confronted with those problems,governments must strengthen political mutual trust and friendly negotiation,adhering to the basic principles of anti-terrorism.In addition,the meaning of terrorism has been defined by the United Nations,and a systematic and comprehensive global anti-terrorism convention has been build to effectively protect human rights.All countries should have further cooperation to fight terrorism. |
