Research On The Mechanism Of Service-Type Government's Role In China's Rural Poverty Alleviation Under The New Normality

General Secretary Xi Jinping said in the 2017 New Year speech,"I am most concerned about people in straitened circumstances".We have a deep understanding of this.Since the 18th CPC National Congress,the CPC Central Committee and the State Council put forward a series of objectives and policies and measures for rural poverty alleviation.From the 18th National Congress of the Communist Party of China(CPC)and the State Council make a promise of "the total poverty alleviation of the rural poor population under the current standard of 2020",to the Central No.1 Document required "solid progress in poverty alleviation" in 2017,and all maintained a high degree of concern for rural poverty alleviation and deep concern for the rural poor.The successful development of rural poverty alleviation work requires not only the high level of government attention and positive investment,but also the development and evolution of poverty alleviation theory and method.Throughout the process of large-scale poverty alleviation since China's reform and opening up,academic research on rural poverty alleviation has never stopped.From the understanding of rural poverty to the cause of rural poverty,from the rural poverty alleviation method to the rural poverty alleviation model summary,are step by step to deepen the theory of rural poverty alleviation in China to better guide the practice of rural poverty alleviation work.However,the research of different scholars focused on different points.In general,the research on the causes of poverty in rural areas and the rural poverty alleviation model are relatively mature.The research on the mechanism of government role in rural poverty alleviation is limited.The importance of our government as a major driver and direct responsibility for rural poverty alleviation work in rural poverty alleviation is self-evident.The mechanism of government action in rural poverty alleviation is also extremely vital for rural poverty alleviation work.It can be said that the role of our government in the rural poverty alleviation has been appropriate and effective play or not determining the success or failure of rural poverty alleviation work.Therefore,it is necessary to study the mechanism of our government in rural poverty alleviation.Based on the new normal state environment of economic and social management,setting the new normal state as the time node,this paper summarizes the problems and causes of the government in the rural poverty alleviation before the new normal state,combined with the reform trend of the service-oriented government and the impact of the mechanism of the role of our government in rural poverty alleviation.Then,the paper analyzes the relationship between the central government and the local government in the rural poverty alleviation.Through the game analysis of the central government and the local government under the assumption of the homogeneous local government,it can be found that the central government can effectively subsidize the rural poverty alleviation fund through the local government's rural poverty alleviation work subsidy.Rate can help the central government to control the local government's rural poverty alleviation investment,to avoid the problem of underinvestment or overinvestment,and to reduce the intermediate level of poverty alleviation subsidy object,which will help to improve the practical effect of rural poverty alleviation.The game analysis of the central government and the local government under the assumption of the heterogeneous local government shows that local governments competing for the central government' rural poverty alleviation funds,Zhang Wu-Chang attributed the rapid development of China's economy to the characteristics of local government competition mechanism,we can see competition between local governments has a certain role in promoting Economic development,but competition of local governments for the central government poverty alleviation funds in the rural poverty alleviation is more harm than good,will leads to the central government rural poverty alleviation funds unreasonable distribution,reduces the overall effectiveness of rural poverty alleviation,asking for the central government do something in the system set to eliminate this adverse effects.Therefore,according to the results of the game model analysis,this paper puts forward corresponding policy suggestions to improve the mechanism of the government in rural poverty alleviation,including the decentralization and supervision of the central government,which can uses the local government's local advantages while ensuring the compliance of local government behavior Control;the central government rural poverty alleviation subsidy precision investment,reduce the intermediate level,to achieve effective incentives for local governments;local government's reasonable competition and cooperation coexist at the same time and encouraging regional cooperation,which can reduces externalities and duplication costs.
