| At present,H County is in a critical period of transformation and development,and township and village grassroots work is facing a more complex situation and more urgent task requirements.Township and village grassroots civil servants must constantly improve their comprehensive quality and speed up the updating of their own knowledge.Therefore,the competency model should be used to study the competency of grassroots civil servants in H County,so as to make better use of the development of The Times.At present,the competency of township civil servants in H County is at a medium level,and there is still much room for improvement in their competency training,especially in terms of working skills and motivation.This study using the literature research,questionnaire survey and field interviews,etc.,aiming at the problems existing in the current civil servant training system,the reference of the competency model building method and get the successful experience of using in the enterprise,to build for our country’s civil service training system based on competency model was systematically studied.This research mainly from the civil service training needs analysis,training design,training implementation and achievements transformation,training evaluation four aspects discusses how to construct civil servant training system based on competency model,and through the peace all civil servants at the grass-roots level cadre training system based on competency model,the empirical analysis to explore the competence theory of Chinese style,to build for our country’s civil service training system based on competency to provide theoretical support.Through the way of questionnaire and on-the-spot interviews,analyzes the peace all civil servants at the grass-roots level competency training is the training needs to be strengthened,training plan needs to be optimized,the training assessment to promote three aspects,such as problems,mainly by the township civil servant own importance,the study enthusiasm is not strong enough,training institutions lack competitive reasons,and inadequate government input.Therefore,it is necessary to construct the training model of township civil servants in H County,strengthen the training concept of township civil servants based on competency,formulate the training strategy of township civil servants oriented by competency,and construct a learning-type organization based on competency.The training system of township and township civil servants in H County should be established,including the model of township and township civil servants,the training design based on competency,and the training evaluation of township and township civil servants’ competency.Optimize the training content of township grassroots civil servants in H County,clarify the training content of township grassroots civil servants based on competency,and develop the training needs of township grassroots civil servants based on competency;H County township grass-roots civil servant training mechanism guarantee,pay attention to grass-roots civil servant training safeguard measures,establish and improve effective incentive mechanism. |
