A Study On Dilemmas,Causes And Countermeasures Of Community Correctional Workers In The Community Correctional Work

With the progress of political civilization and social civilization,the traditional penalty execution mode of taking the means of imprisonment to promote the re-socialization of criminals has been unable to meet the needs of the development of the judicial field.The socialization of execution as a kind of light punishment concept has been accepted by society and has become a common trend of the current international execution system.Under the promotion of the idea of socialization of execution,the theoretical and practical exploration of the community correction work has also been increasing.The development from "pilot" to "full-scale" showed that the community correction in China has achieved certain achievements.With the deepened development of community correction,the problems of corrective work are gradually revealed,such as the delay of legislation,the lack of unified standards and the poor effect on the implementation of the policy.Facing many difficulties in community correction,community correctional workers are the main force of this area,much more attention should be paid to the research on community correctional workers.This research is related to the dilemmas and countermeasures of community correctional workers in community correction.Based on the investigation of the Judicial Bureau of the L District of J Province,This research took the community correctional workers as the research object,using the literature research method and the depth interview method,systematically combed the relevant literature,then analyzed the characteristics and functions of the typical community correction modes at home and abroad.Through the interviews with community correctional workers of the primary community correction institutions,the first-hand information has been collected,and in the process of data analysis,the predicaments and causes of correctional workers have been summarized.According to "problem-oriented",it explores the countermeasures and suggestions for helping corrective workers to get out of dilemmas.Through the comparison with the typical models at home and abroad,and combining with the data from the interviews,this study finds that the community correctional workers came across some problems,such as the legal and institutional constraints,unreasonable work system,lacking of professional and specialization and low participation in social resources in the process of corrective supervision,education and assistance.At the level of policies and regulations,institutional management and social cognitive,this article analyzes the causes of the dilemmas encountered by community correction workers in the community correctional work,and attempts to make some suggestions that can help community correctional workers get out of the dilemma:firstly,strengthen the legislative work and provide a solid legal guarantee;secondly,improve the institutional management system and the quality of community correction workers;thirdly,introduce social strength to realize rational distribution of resources.In this way,in the legal system of the top-level design,the management mode in the framework of the system and the multiple guarantee of the absorption of social resources on the human resources,the problem of community correctional workers can be solved in the community correctional work,and by training high quality community correctional workers,the development of community correction can be promoted.
