Research On The Corruption Of Village Cadres In Poverty Alleviation

As the most populous country in the world,Chinese government always take the prosperity and prosperity of the country as the origin of all work,and always put the well-being of the people in the first place.Poverty alleviation is the most important part of our work at present.It is closely related to the vital interests of the masses and the overall development of a well-off society.At the forefront of poverty alleviation,grassroots cadres are the most basic implementers of the poverty alleviation policy,and shoulder the burden of truly benefiting the poor.But as the strength of poverty alleviation in the country continues to increase,and the input of the poverty alleviation funds at the grass-roots unit is increasing,some village cadres are tempted by the interest,and gradually seek profit from the poverty alleviation fund,which directly infringes the vital interests of the poor and affects the implementation of the state's policy of poverty alleviation and undermines the image of the party and the state,and even induces social contradictions and hidden dangers.In this case,to explore the causes of corruption in village cadres in the field of poverty alleviation and research and lay down specific preventive measures is an important subject we are facing at present,which is of great significance to ensure the effective implementation of the policy of poverty alleviation.To explore the subject,taking J County,the key county of the provincial poverty alleviation county as the research object,systematically analyse the case of corruption of the village cadres in the field of poverty alleviation in 2015-2017 in J Country.Through theoretical research,data analysis,investigation and interview and summary and comparison,discuss the forms,characteristics,hazards and causes of corruption of the village cadres in the field of poverty alleviation and expect to find more targeted governance countermeasures and suggestions.The thesis is divided into four parts:the first part is the introduction,mainly introducing the background and significance of the topic,the research status,research ideas and research methods at home and abroad.The relevant concepts and theoretical foundations of the paper,such as the policy implementation theory,the public choice theory and the principal-agent theory,are also explained.The second part is based on the case of corruption of village cadres in the field of poverty in the last three years in J County,analysing the forms,hazards and characteristics of corruption.The third part,based on the theory of policy implementation and public choice theory,analyzes the causes from the following four aspects:the defects of executive body,the defects of target masses,the defects of supervision mechanism and the defects of the policies poverty alleviation.The fourth part puts forward countermeasures and suggestions from four aspects:improving the overall quality of the village cadres,improving the participation of the poor people,strengthening the supervision and restriction of the poverty alleviation and improving the scientificity and rigour of the poverty alleviation policy.
