A Study On Israeli Child Welfare System

Children as a country's reserve resources are related to the development of a country.The child welfare system plays an important role in promoting the growth of children.After a long-term exploration,the Chinese child welfare system has achieved remarkable results.But there are still many complicated social issues in the special transition period.On the whole,the Chinese child welfare system still remains in the'Residual Welfare Model",which is manifested in three aspects:(1)unsound child welfare system and lack of relevant laws;(2)insufficient investment and low level of welfare;(3)insufficient awareness of child welfare and the old conception of welfare policy.Israel is a child-oriented welfare state,Its welfare policy prioritizes the needs and the development of children and establishes a relatively complete child welfare system based on a series of laws.Since the founding of Israel,the development of children's welfare has become an important task for the government.In order to realize the promise of children's welfare,Israeli government has gradually established a child welfare system that benefits the economy,health,education and development.This study mainly uses the literature method to collect and analyze data.The literature includes academic literature,government policies,official reports,and statistical data.This paper is written according to the following ideas.Firstly,it traces the historical origins of Israeli child welfare system from four aspects,which includes national survival,religious traditions,immigration waves and Zionism.Then,review the development process of Israeli child welfare system,it mainly includes three stages:initial establishment stage,reform and development stage and improvement stage.Secondly,it focuses on the main contents of the Israeli child welfare system from four aspects of economic support,early child care,medical health and education and welfare,and with emphasis on economic support.This study found that Israeli child welfare system was effective in reducing child poverty,narrowing the social gap and promoting national integration.However,it also faces challenges:the high incidence of poverty in children makes them more risky to continue poverty in the future;long-term poverty of two groups leads to serious economic and social issues;uneven distribution of welfare resources leads to prominent social exclusion.Finally,there is a brief comparison between China and Israel from four aspects,which include the welfare model,legislative guarantees,investment and policy orientation,so as to find out the beneficial enlightenment of improving the Chinese children's welfare system.The Chinese government can make efforts from several aspects:(1)improve the child welfare system and establish a "Universal Benefit"welfare model;(2)promote children's legislative process and build a comprehensive welfare legal system;(3)increase investment in children and form a stable financial guarantee mechanism;(4)emphasize the construction of children's assets and develop"investment-oriented " Welfare Policies.
