Study On Relations Between Province,Municipality And County In The Province-governing-county System

Since the 1980 s,under the guidance of modern public management theory such as new public management theory and governance theory,the government's vertical management system reform has been centered on reducing government level,and devolving power to give more flexibility to grass-roots governments.The sound of the world's winds has become a common trend,and it has become a bright landscape in the field of the government governance reform.It can be said that the "municipality administered county" system has promoted the development of urbanization and industrialization to a certain extent in the early stages of China's transition and during the special period of urban-rural development,and has promoted the relatively rapid development of urban and rural economy.However,with the deepening of market-oriented reforms and the vigorous development of society,the contradiction between the system of Municipality Management County with planning and economic and social development has become increasingly acute.The municipality governing county system,owning to high administrative cost,low administrative efficiency and Institutional constraints,gradually find it is difficult to adapt to the complex governance fields of the industrialized and the information society,also impeding the administrative process.Nowadays,most regions have been preliminarily exported the county system reform and made some achievements,but in the process of the reform,there are also some problems mainly refer to the governments levels adjustment which is contacted with governments relations.Therefore,it is significant to study Relations between Province,Municipality and County in the Province-Governing-County System.The Province-Governing-County System is aimed to change the unreasonable and distorted administrative relations among provinces,cities and counties.However,with the deepening of the reform of provincial administration county system,the administrative system has gradually entered the stage of reform.The friction between the institutional innovation of the reform and the original system appears from time to time,the relationship between provinces and cities is facing many difficulties.Like the provincial level of management is too large,the development of central cities and counties is insufficient,In the process of provincial administration,cities and countiesare frequent conflicts of interest.This is not only related to the future of the Province-Governing-County System,but also affects the development and transformation of the regional economy.In this article,we will made the county managed by province directly can be an opportunity to adjust the relationship between the governments.Interest is the core of the coordination relationship between affecting governments.Based on the intergovernmental relations theory from the aspects such as power relationships,interests and administrations relations analysis the present situation restriction factors.Therefore,this article throw out new suggestions that setting up cooperation relationship between the province,city and county governments: power consultation on cooperation mechanism;Setting up interest sharing mechanism,incentive mechanism and efficient administrative power constraint mechanism.Only after fully rationalizing the relations between the province,municipality and county,the reform of Province-Governing-County System can be promoted smoothly.
